This document contains the results of the pilot study on the UNESCO Internet Universality Indicators (IUI) in Senegal. As a pilot study, it only includes a subset, the Core Indicators, of the IUI reference framework which is organized around five categories.

The first four categories of the Internet Universality Indicators are based on four fundamental principles, namely respect for Human Rights, Openness, Accessibility for all and Multi-stakeholder participation (ROAM). 

The fifth category brings together indicators dealing with cross-cutting issues (X). It aims to obtain relevant data and information available on the ground in order to document and process a subset of each of the indicator categories. It provides: 

  • A better understanding of the Internet environment and national policies; 
  • An assessment of the digital ecosystem and public policies by measuring the fundamental indicators identified by UNESCO; 
  • An analysis of gaps and achievements.

The study favored an inclusive and participatory approach. The work consisted of carrying out documentary research, exchanging with the main actors (civil society organizations, government entities, United Nations agencies, academic and university institutions, etc.) during consultation sessions to collect their suggestions and, finally, submit the document for validation by the main stakeholders. For the collection of information, several national and international databases were consulted.

The main documents used are regulatory texts, national strategies developed for the development of Information and Communication Technologies (ICT), quarterly reports from the Regulatory Authority, sectoral and development policy letters, joint annual review reports, survey reports, sectoral study reports, etc. A complete mapping of all categories, themes, questions and indicators was done and the indicators selected were based on relevance for Senegal but also on the availability of information. Certain indicators were calculated by the authors. The information rate of the ROAM-X framework is 57.1% while the fundamental indicators were completed at 77.1%.
