Dynamic Coalition-Digital Inclusion expands its impact through multistakeholder collaboration

In a rapidly evolving digital landscape, achieving true digital inclusion remains a global challenge. Despite technological advances, 2.6 billion people are still offline, with women, rural populations and persons with disabilities disproportionately affected.

The mission of DC-Digital Inclusion

At its core, the Coalition’s mission is committed to fostering inclusive digital policies and AI governance through multistakeholder collaboration and digital measurement frameworks. The Coalition also seeks to bridge gender divides in digital access, meaningful connectivity, literacy, and participation, while promoting women’s leadership in the digital age. By advocating evidence-based approaches and sharing best practices, the Coalition aims to strengthen multistakeholder engagement and advance data-driven digital policies at all levels.

Growth and impact of DC-Digital Inclusion

The Coalition was launched via a webinar on Gender Transformative Policy to Advance Digital Inclusion, co-organized by IFAP and GDIP in April 2024. This event served as a call to action for gender-inclusive digital policies and an invitation for stakeholders to join DC-Digital Inclusion.

More than thirty institutions from academia, government, NGOs and the private sector have joined the Coalition. Members have played a pivotal role in tackling key digital inclusion challenges at regional and global levels. DC advocacy events at , NAIGF 2024,  and  sparked critical policy discussions on meaningful connectivity, digital governance, and the measurement and monitoring of digital inclusion. 

The strength of the DC-Digital Inclusion lies in its holistic approach to digital inclusion and governance. It explores emerging technologies like AI and quantum computing while prioritizing gender inclusion and evidence-based policymaking. DC members collaboratively develop Issue Briefs on human rights-centered quantum governance, empowering libraries for digital inclusion and good practices in evidence-based digital policy.

A joint session led by  and   was held at the Internet Governance Forum (IGF) 2024 in Riyadh, Saudi Arabia. Participants from Brazil, Benin, Egypt, Georgia, Uganda and Saudi Arabia shared insights by showcasing initiatives on women’s digital empowerment projects, AI-driven solutions against disinformation and public library programmes enhancing digital access. The session highlighted the collaboration among 

At EuroDIG 2024, DC-Digital Inclusion facilitated discussions on inclusive digital policies and the need for improved measurement indicators. Speakers addressed challenges such as unequal access to technology, digital literacy gaps, language barriers and youth participation in digital policy design. The DC urged European and international stakeholders to join the Coalition in promoting gender-transformative policies, digital participation and inclusive governance.

DC-Digital Inclusion has expanded its network in North Africa by actively participating in the North Africa Internet Governance Forum (NAIGF) 2024 and the North Africa School on Internet Governance (NASIG) 2024. Through multiple dedicated sessions, it addressed key issues of gender equality, youth empowerment and meaningful connectivity. North African stakeholders were encouraged to join the Coalition and engage with the IFAP community to strengthen regional and national capacities for tackling digital challenges and advancing inclusive digital transformation.
