This Compendium of conventions, declarations, and laws that support the right to quality and inclusive education for all children and youth in Jordan was developed by UNESCO Jordan under the leadership of the Ministry of Education and in cooperation with the Higher Council for the Rights of People with Disabilities and within the context of the partnership between UNESCO and GIZ under the PROMISE I programme ‘’Promoting quality in inclusive education in Jordan “2020-2023. PROMISE, which was developed jointly with the MoE and funded through the German Federal Ministry of Economic Cooperation and Development (BMZ), aimed to improve equal access to and quality of primary and secondary public schools in Jordan and focuses on school children from KG2 to Grade 10, with particular focus on children with disabilities. UNESCO Jordan was a key partner in the implementation of two components in PROMISE: ‘System Strengthening’ and ‘Capacity Development’ towards greater inclusion and diversity in education.

Jordan has made significant strides in protecting and promoting the right to education for all, and this compendium serves as a testament to the country’s commitment. The Compendium serves as a comprehensive guide to the legal and policy frameworks that guarantee every one's right to education, care, and protection in Jordan. It constitutes a valuable resource for policymakers, educators, parents, and all those who are committed to ensuring that everyone has equal access to quality education, to guide and ensure the full participation and learning of all children and youth in education.

The Compendium brings together all the major conventions, declarations, laws, visions, and strategies that support the right to education for all, such as the United Nations Convention on the Rights of the Child, the Education for All and the Sustainable Development Goals, as well as key national laws, commitments and strategies, such as the Education Strategic Plan (2018-2025) and the National Inclusive Education Strategy (2020-2030).

By creating a shared understanding of the importance of inclusion and diversity in education, and by providing practical guidance on how to promote it, UNESCO wishes that this document supports key stakeholders in Jordan to move forward in the SDG 4/ Education 2030 Agenda and to work together and create a more inclusive and equitable education system.
