UNESCO is launching the main project component to address hostility, intolerance online, hate speech in Kyrgyzstan for better national holistic peacebuilding and social cohesion policy, and strategy considering
The main goal is to promote media mediation, online literacy, and negotiation skills to facilitate conflict, trust-building, countering hate speech online and to deliver peacebuilding strategies through media space, digital and public communication platforms, traditional and digital media outlets thought next impacts as:
• Expanding and optimizing Multistakeholder Advisory Board (MAB) engagement as a Multistakeholder Coalition by applying a multidimensional approach for better policy, and strategy considering complex contemporary overall structural and peacebuilding challenges in Kyrgyzstan.
• Adapting at the national level: 1) UNESCO: Guidelines for the governance of digital platforms: safeguarding freedom of expression and access to information through a multi-stakeholder approach at national level 2) UNESCO guide: Content moderation and freedom of expression handbook.
• Holding series National Stakeholders’ Consultation by Multi-Stakeholder Advisory Board (MAB) and in prevention and countering online hostility, intolerance practices (such as antithesis to hate speech - language of consent).
• Launching Media Campaign #ThinkBeforeSharing-Kyrgystan, particularly UNESCO-MIL competencies- Video material and promoting as Social Media Post; Disinformation and Unreliable (false) Information’ Protection, Fake news and Fact checking-– Technical/Practical Notes and promoting as Social Media Posts, «Freedom of expression»-–– Technical /Practical Notes and promoting as Social Media Posts; Hate speech: UN Strategy and Plan of Action on Hate Speech and Rabat Plan of Action, Hate Speech via integrating gender equality with peacebuilding perspectives into action – Policy Brief and Technical Note.
• Empowering capacity building of civil society, duty bearers (mainly PCCs) «Peace Сommunications vs. Hate Speech» on combating hate speech online, hateful content (populism, desensitization, and selective perception, dehumanization, and demonization).
• Developing and adapting Road Map and National Action Plan Initiative on the effective prevention and countering practices of the hate speeches based on United Nations Strategy and Plan of Action, UNESCO, partner resources and international and national legal and policy frameworks in keeping with international human rights standards.
The “Strengthening national capacities and civil society for social cohesion” project is implementing by UNESCO Almaty Regional Office in close collaboration with UNDP in Kyrgyzstan and funded by the UN (United Nations) Peacebuilding Fund.
