The UNPRPD China Programme

UNESCO, alongside other UN agencies, plays a pivotal role in promoting disability inclusion in China through the UN Partnership on the Rights of Persons with Disabilities (UNPRPD) China Joint Programme. This programme, originally launched in 2014, has yielded impressive results in empowering persons with disabilities and influencing positive change.

Building Capacity and Knowledge:
Over 750 professionals across various sectors – government, education, media, and more – have received training, enabling them to champion disability rights in their fields.
Research conducted through the programme informs policy decisions on education, social welfare, accessibility, and other crucial areas.
Driving Policy Change:
The programme’s advocacy efforts have contributed to legal reforms, including the 2015 Family Violence Law, which protects people with disabilities, and the “Regulations on Education for Persons with Disabilities” promoting inclusive education practices.
Fostering Collaboration:
The programme established the UN Theme Group on Disability (UNTGD), a platform for dialogue and collaboration chaired by UNESCO. This multi-stakeholder group, with over 170 members, brings together governments, NGOs, and the private sector to advance disability inclusion.
Building on past successes, under the new UNPRPD China Joint Programme (2024-2025), UNESCO will focus on:
Improving Access to Culture: Enhancing opportunities for people with disabilities to participate in cultural life.
Advancing digital literacy and accessibility: Promoting digital literacy and ensuring accessible technologies for college students and women with disabilities.

Additionally, leading the annual International Day of Persons with Disabilities (IDPD) celebrations, UNESCO and partners organizes impactful events like the inclusive play, high-level panel discussion, and powerful photo exhibition in 2023 to reach millions online and in person, challenging stereotypes and amplifying disability inclusion.
