UNESCO’s work and vision
In the field of communication and information, UNESCO’s mission is to foster intercultural dialogue and sustainable development, by promoting the free flow of ideas. By adopting a multi-disciplinary and inclusive approach, UNESCO works with both duty-bearers and rights-holders across the world to develop and implement targeted actions that are born out of national needs, which ensures a holistic and results-based approach for sustainable change.
Through capacity-building, policy advice, international cooperation, monitoring and foresight in the fields of freedom of expression, access to information, and digital transformation, UNESCO empowers key actors with a view to ensuring that fundamental freedoms are guaranteed online and offline, in line with international standards.
This is all the more relevant to ensure the ethical development and use of emerging technologies, which have a growing impact on all aspects of the world’s societies. Citizens will also be empowered to enjoy these fundamental freedoms through the development of 21st century skills and the fostering of enabling environments for media pluralism and diversity.
Cambodia’s media and digital landscape
Freedom of expression is the cornerstone of democracy
Freedom of expression, and its corollaries of freedom of information and media freedom, is recognized as fundamental human rights and critical pillars to democracy, as enshrined in Article 19 of the Universal Declaration of Human Rights. Access to Information is an integral part of the fundamental right of freedom of expression, and ensuring the right to seek, receive and impart information held by public bodies is essential to a democratic society.
In Cambodia, UNESCO is working, in close collaboration with all media stakeholders, to foster a safe, free, pluralistic and independent media environment conducive to greater freedom of expression. This includes our support to strengthen legislative frameworks, in line with international standards, to ensure all Cambodians enjoy their rights to freedom of expression and universal access to information, both online and offline.
Safety of Journalists
Promoting the safety of journalists and combatting impunity for those who attack them are central actions within UNESCO's support for press freedom and freedom of expression.
We #ProtectJournalists by spearheading the UN Plan of Action on the Safety of Journalists and the Issue of Impunity in line with the relevant international commitments.
We monitor and report on the killings, as reflected in the Observatory of Killed Journalists, and by .
We build and develop national capacities to prevent, protect and prosecute attacks against journalists; advocate to take into account the specific risks women journalists face; and support legal protection of journalists worldwide.
We lead the commemorations of World Press Freedom Day and the International Day to End Impunity for Crimes against Journalists.

Addressing infodemic and promoting freedom of expression online
Guided by the on information as a public good, we advocate for , including to counter mis- and dis- information and hate speech.
To promote a well-equipped society ready for the digital world, UNESCO is providing technical support to the Ministry of Post and Telecommunications (MPTC) to develop Southeast Asia’s first national strategy, to integrate Media and Information Literacy across Cambodia’s education, information, labour and telecommunication sectors.

Open, transparent and inclusive approach to Internet Governance
Internet governance is the complementary development and application by governments, the private sector, civil society and the technical community, in their respective roles, of shared principles, norms, rules, decision-making procedures, and activities that shape the evolution and use of the Internet.
Digital technologies and the raise of internet platforms, like Google, Facebook and Twitter, have changed the way Cambodian’s consume news and information. Its strategic move towards the digital economy and Industry 4.0 has been prioritized on the national agenda, coupled by the introduction and adoption of over 11 national level digital and ICT related laws, policies and strategies, since 2014.
91Âé¶¹¹ú²ú¾«Æ·×ÔÅÄ been working with relevant Cambodian authorities to advocate for an open, transparent and inclusive approach to Internet Governance based on the principle of openness, encompassing the freedom of expression, respect for human rights and privacy, universal access and technical interoperability. Ethics and the respect for cultural and linguistic diversity in cyberspace are also UNESCO’s priorities.
