  • Countries that have set benchmarks have committed to achieving a 95% attendance rate in pre-primary education by 2030 but globally, relative to past trends: 31% are going backwards, 41% have a low progress rate, 7% an average progress rate and 21% a fast progress rate. Non-state provision of ECCE
