About the ACP-EU Culture programme
Implemented by the Organisation of the African, Caribbean and Pacific Group of States (OACPS) and financed by the European Union (EU), the ACP-EU Culture programme illustrates the ambition to boost the competitiveness of cultural and creative industries in ACP countries.
With a budget of 鈧40 million for the period 2019-2026, the programme aims to:
- Encouraging entrepreneurship, cultural innovation and youth participation;
- Creating decent jobs and increasing the income of artists and cultural professionals;
- Promoting the quality of productions and their distribution on national and international markets.

The pathway to sustainable development
The OACPS Research & Innovation (R&I) Programme (2020-2025, EU-funded) aims to unlock the potential for in African, Caribbean and Pacific countries, through a three-pronged approach :
- An to foster a conducive R&I environment across the ACP countries;
- A to enhance the quality and efficiency of R&I policies, strategies and systems;
- An interactive to facilitate access to R&I knowledge, transfer and cross-fertilisation among ACP countries.

Enhancing learning dialogue, and experience sharing between Private sector from OACPS countries
As a contribution to the collaboration and learning between actors involved in the Development of the Private Sector in ACP countries, Business ACP has the pleasure to share voices of practioners from the field. During the coming weeks, you will be able to find out about women and men involved in projects or initiatives related to the Private Sector in Africa, the Caribbean and the Pacific, in various sectors including Agri-business, Women and Young entrepreneurs, Cultural and Creative Industries, Digital entrepreneurship鈥
About the OACPS
The Organisation of African, Caribbean and Pacific States (OACPS), which became an international organisation on 5 April 2020, evolved from the African, Caribbean and Pacific (ACP) Group of States, founded through the Georgetown Agreement in 1975. An intergovernmental association made up of 79 countries from across the global South 鈥 48 from sub-Saharan Africa, 16 from the Caribbean, and 15 from the Pacific 鈥 the OACPS constitutes the largest trans-regional intergovernmental association of developing States, serviced by a fully staffed Secretariat in Brussels, Belgium. The former ACP Group and now the OACPS signed on to successive and comprehensive legally binding partnership treaties with the European Union (EU), covering trade, development cooperation, and political dialogue/partnership.
Reflective of the geopolitical environment across the globe, the ACP Group was founded, during the post-decolonisation period, amid a growing sense of commonality among developing countries of the global South vis-脿-vis the industrialised North. The establishment of the ACP Group as an organisation in its own right was a manifestation of the will of developing countries from the ACP regions to join forces to defend their shared interests in relevant domains.
The diverse membership of the OACPS is bound together by common values and objectives. The main goals of the OACPS centre around the sustainable development of its Members and Regions, and their gradual integration into the global economy with the ultimate objective of poverty reduction and eventually eradication; the promotion of multilateralism and global solidarity; intra-OACPS cooperation; coordination of OACPS activities in the framework of the Partnership Agreement with the European Union; consolidation of unity and solidarity among Members of the OACPS; establishment and strengthening of peace, security, and stability in free and democratic societies; and the empowerment of women and youth.
The Organisation is cognisant of the fact that global dynamics are changing, and that today鈥檚 multi-polar world is characterised by competing geo-political interests; challenges to multilateralism; peace, stability and security concerns; and unprecedented constraints to the free movement of people. Notwithstanding these changes, the OACPS is united, vibrant, and relevant, and continues to serve the collective interests of its Members and Regions. The Organisation is proud of its solidarity and its growing capability to support South-South, Triangular and North-South cooperation.
Georgetown Agreement Revised
As revised by Decision No .1/CX/19 of the 110th session of the ACP Council of Ministers held in Nairobi, Kenya, on 7 December 2019, and endorsed by the 9th Summit of the ACP Heads of State and Government, Nairobi, Kenya, 9-10 December 2019.
H.E. Mr Georges Rebelo Pinto Chikoti, Secretary-General of the OACPS
"More than ever, culture is a catalyst for development."
H.E. Georges Rebelo Pinto Chikoti took up his position as Secretary-General (SG) of the Organisation of African, Caribbean and Pacific States (OACPS) on the 2 March 2020. A citizen of Angola, SG Mr. Chikoti has devoted almost 30 years of his professional career to diplomacy and international relations.
Prior to his appointment as Secretary-General, H.E. Chikoti served as Ambassador Extraordinary and Plenipotentiary of the Republic of Angola to the Kingdom of Belgium, the Grand Duchy of Luxembourg, and Head of Mission to the European Union. Before this, he held several high-level posts within the government of the Republic of Angola, which included Minister of Foreign Affairs, State Secretary for Foreign Affairs in charge of Co-operation, and Vice-Minister of External Relations in Charge of International Organisations.
Having the distinction of being the first Lusophone Secretary-General of the OACPS, SG Mr. Chikoti is also fluent in English and French.
