EXTENDED CALL FOR PROPOSALS: UNESCO’s fifth global consultation on the implementation of the 1980 Recommendation concerning the Status of the Artist

Background
The 1980 Recommendation concerning the Status of the Artist, adopted by the UNESCO General Conference in 1980, calls upon all UNESCO Member States to improve the professional, social and economic status of artists through the implementation of policies and measures related to training, social security, employment, income and tax conditions, mobility and freedom of expression. It also recognizes the right of artists to be organized in trade unions or professional organizations that can represent and defend the interests of their members. Decades after its adoption, the Recommendation remains as relevant today as it was in 1980, considering the worldwide challenges in the area of social and economic rights, the impact of digital technology on the work of artists and, more recently, the effects of the COVID-19 pandemic.
Under Article VIII of UNESCO’s Constitution, UNESCO Member States have an obligation to report on the actions taken to implement UNESCO’s recommendations every four years.
From July 2022-January 2023, UNESCO conducted the 5th global consultation on the implementation of the 1980 Recommendation, which took the form of a bilingual online survey (English and French) that was disseminated amongst all UNESCO Member States, as well as relevant international and national non-governmental organizations. The consolidated results of this survey will be presented to the 217th session of UNESCO’s Executive Board and transmitted to the 42nd session of UNESCO’s General Conference in the autumn of 2023.
Objective
The selected institution or individual specialist will be responsible for undertaking an in-depth quantitative and qualitative analysis of the survey responses submitted by UNESCO Member States, NGOs and INGOs, and to undertake supplementary desk research, as needed, in order to produce a comprehensive report on the current state of implementation of the 1980 Recommendation. The report’s overarching objectives will be:
- Mapping and assessing the policies, measures and initiatives implemented by Member States, NGOs and INGOs to support and improve the status of the artist,
- Identifying the main challenges and opportunities faced by Member States, NGOs and INGOs in the implementation of the 1980 Recommendation, and their specific needs to revise existing laws and policies or implement relevant initiatives,
- Highlighting examples of good practices that illustrate how the provisions of the 1980 Recommendation have been translated into effective policies and measures to support artists in exercising their profession with dignity and in fair conditions, as well as to allow for the emergence of sustainable cultural ecosystems.
Scope of work
The selected institution or individual specialist will be undertaking the following tasks, between March and August 2023:
- Undertaking an in-depth qualitative and quantitative analysis of the survey responses submitted by UNESCO Member States, NGOs and INGOs, extracting pertinent data and examples.
- Reinforcing and expanding the main findings of this in-depth analysis by conducting additional desk research, as necessary, on available statistics on the creative and cultural industries, policy papers, academic literature and other relevant sources where needed.
- Producing a draft analytical report assessing the current state of implementation of the 1980 Recommendation at the global level, with a particular attention to the following topics: the fair remuneration of artists and their access to financing, the social and economic rights of artists, the production and dissemination of creative works in the digital environment, preferential treatment and mobility of artists, artistic freedom, equality, inclusion and diversity in the creative sector, and the impact of COVID-19 on artists. The report should identify the most pressing challenges and needs facing creative workers and formulate possible policy responses or recommendations to improve their working conditions, notably by highlighting examples of good practices and innovative measures implemented by UNESCO Member States or NGOS and INGOs. The report may include diagrams, charts, graphs, etc., to facilitate the results’ visualization.
- In accordance with UNESCO’s comments and feedback, reviewing the draft narrative report, which will be finalised and published as an official UNESCO report on the status and working conditions of artists globally.
Deliverables
The institution or individual specialist shall submit to UNESCO, the following deliverables:
- On or before 21 April 2023, an in-depth analysis of the survey responses with relevant datapoints and statistics, as well as an annotated table of contents for the report (10 standard UNESCO pages);
- On or before 26 May 2023, a draft analytical report on the implementation of the 1980 Recommendation on the basis of the in-depth analysis and additional desk research, as needed (40-50 standard UNESCO pages, excluding annexes and visual data and graphical charts);
- On or before 12 June 2023, an executive summary of the analytical report for submission to the Executive Board (8-10 standard UNESCO pages);
- On or before 1st August 2023, a final, revised analytical report.
Qualification requirements
The institution or individual specialist should have at least 10 years of relevant experience, and an excellent record of accomplishments in global research and analysis of cultural policies and measures, preferably related to the status of the artist. Demonstrable subject expertise, including research experience and publications on the creative economy, artists’ social, economic and professional rights, intellectual property and collective bargaining would be considered an asset.
Excellent writing skills and proven competency to draft a clear, comprehensive and analytical document, either in English or French, is essential.
The institution or individual specialist must be able to consult sources of information in English and French. The ability to consult information sources in additional languages would be an asset.

Interested institutions or individual specialists should submit their proposals to the 2005 Convention Secretariat (convention2005.call@unesco.org), no later than 15 March 2023 (extended deadline), as follows:
- Fill out the application form (for an individual specialist or institution, as applicable) in English OR in French.
- Attach relevant supporting documentation (CV if an individual specialist, or CVs of the members of the team if an institution)
- Sign and date the application.
- Send the completed application by email to convention2005.call@unesco.org, with the subject line “1980 Recommendation survey analysis”.
The UNESCO Secretariat will confirm receipt of applications via email. All applicants will be notified within two months as to whether or not their proposal has been selected.
