The project aims at reinforcing national and regional cultural policies related to the publishing sector in Haiti, Kenya, Nigeria and Serbia and to strengthen the minority-language publishing in these countries. PEN International is an international NGO committed to the promotion of literature and freedom of expression.

Expected results

  • The publishing industry in Haiti, Kenya, Nigeria and Serbia are mapped and analysed
  • Cultural policies to promote minority-language publishing industries are introduced and strengthened
  • The publishing industry in the abovementioned countries is strengthened 
  • A network of writers, publishers, policy-makers and academics working in the minority-language publishing industry is established

How does this project contribute to the implementation of the 2005 Convention?

  • Contributes to evidence-based cultural policy-making to promote minority-language publishing industry in Haiti, Kenya, Nigeria and Serbia – both the mapping exercise and the submission of recommendations to cultural policy-makers are instrumental in ensuring effective policy interventions to develop a competitive and dynamic local publishing industry.
  • Fosters cooperation and partnership building among key actors in the publishing industry – the participation and involvement of a broad array of stakeholders across sectors cooperating in a mutually beneficial manner is encouraged throughout the project activities.

Main activities

  • Carrying out an 11-month mapping exercise to review and analyse the major challenges of the minority-language publishing industry and policy gaps affecting the cultural industry in these countries.
  • Developing a strategy based on the recommendations made to cultural policy-makers with the purpose of introducing and/or strengthening cultural policies in the publishing sector.
  • Providing expert advice, direct training and capacity-building support to PEN Centres in Haiti, Kenya and Serbia on how to promote minority-language publishing and develop the sector.
  • Organizing three national meetings and one regional meeting to engage and promote an active participation of key stakeholders in the sector.
