Biography

Lázaro is a consultant for international, national, urban and local institutions on cultural policies and the creative economy for sustainable development. He has over 20 years of experience in Latin America and the Caribbean with multiple agencies and institutions, such as UNESCO, UNDP, the Inter-American Development Bank, and national cooperation agencies including the Spanish Agency for International Cooperation for Development and Hivos. He was a researcher and head of the Cultural Policy Studies Group (Juan Marinello Institute, Ministry of Culture) in Havana, Cuba. His professional interests are the creative economy as a driver and enabler of social transformation, internationalization of cultural initiatives, cultural policies, and cultural responsibility. Lázaro has worked as a consultant for the United Nations Development Program in Panama on the formulation of the National Strategy on Cultural Diplomacy in 2018 and provided strategic advice at the Casco Viejo Office (OCA) in 2023 on improving cultural participation and creative economy through cultural heritage. He has also worked on the 2014-2024 Public Cultural Policy of El Salvador, the 2012-2015 Cultural Policy of Central American Museums (REDCAMUS), and the Cultural Strategy for Central American Integration (CECC-SICA).  Lázaro was part of the Panel of Experts of the International Fund for Cultural Diversity (2020-2023). His contributions also extend to publications, including "Creative Economy in Latin America: Measurements and Challenges" with the Inter-American Development Bank in 2018 and co-authorship of "Cultural Organizations and Promotion of the Diversity of Cultural Expressions," published by UNESCO in 2022. In Panama, Lazaro played a pivotal role in shaping the Creative Economy Public Policy in 2022. He leads Transformatorio, an international consultancy firm focused on providing technical assistance in cultural diversity and cultural organizations, among other areas.
