Cambodia has a strong commitment to disability and to women’s rights, evidenced by the ratification of , and its , and the signing of the .

Furthermore, Cambodia has an extensive policy framework that has the potential to support post-COVID recovery with inclusion of persons with disabilities. However, understanding on disability inclusion remains limited at the national and sub-national level. The draft law on Access to Information was drafted and consulted with persons with disabilities to ensure that the law addresses and considers their specific needs and concerns related to accessing information.

Under this context, UNESCO, in collaboration with UNDP, OHCHR and ILO, with funding from the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD), is supporting the full inclusion of persons with disabilities into Cambodian society, by improving their access to information to make better-informed decisions.

Particularly, UNESCO will contribute to enhancing the capacity of national stakeholders, to ensure more effective contribution towards disability inclusive policies and systems, through:

  • Conducting an information needs assessment/analysis for Persons with Disabilities
  • Providing trainings for information officers of the Ministry of Information at national and subnational levels, and provincial DACs
  • Delivering trainings for national (CDPO) and local (OPDS) organizations on Media and Information Literacy (MIL).
