From BEEP to TVET: Creating Pathways to Skills and Decent Work for Cambodian Youth


The Royal Government of Cambodia (RGC) has made youth development a priority to build human resources equipped with the right technical and vocational skills to meet the evolving labour market needs. However, persistent high dropout rates, especially at the lower secondary level, mean that a significant proportion of youth are outside the formal education system and do not have the required educational qualification to enrol in further education and skills development at TVET institutes and General and Technical High Schools. Without alternative pathways to access TVET, many of these young people are often unemployed, under-employed or remain in low-wage employment.
To respond to the issue of school dropouts, UNESCO together with the Ministry of Labour and Vocational Training (MLVT) and the Ministry of Education, Youth and Sport (MoEYS) launched the Basic Education Equivalency Programme (BEEP) to ensure inclusive access to skills training and decent employment where they can meaningfully contribute to the future of the Cambodian economy and society. Through BEEP, out-of-school youth are equipped with entrepreneurial, digital, workplace and 21st century skills that prepare them in undertaking formal TVET programmes. Upon completion of the programme, learners receive a certificate equivalent to Grade 9 that is accredited by both ministries which enables them to enrol in formal TVET programmes.

Youth outside the formal education system often lack the opportunity to meet other peers, employers and career advisors to better understand the technical and workplace skills that employers look for or discuss their career aspirations. To give BEEP learners a head start, the MLVT and MoEYS with the support of UNESCO, organised a TVET study tour in Battambang province on 25 and 26 May 2023 to provide learners with the opportunity to connect and exchange ideas with employers, TVET institutes, the National Employment Agency (NEA) and other peers from the programme. Participants also had the opportunity to visit three TVET institutes and the NEA, where they learned firsthand the different types of technical skills and career options.
Attended by over 200 BEEP learners, the event was the latest in a series of planned study tours to be organised in Cambodia to support learners and graduates with their transition from BEEP to TVET by promoting greater awareness of TVET, as well as equipping learners with the knowledge and practical skills to help them succeed in their preparation for pursuing further skills development and obtaining decent employment. Throughout the two-day event, participants learned about the TVET programmes and labour market trends in Cambodia, techniques to prepare for a successful job application, identifying future employers and understanding the kind of careers they wish to build.
鈥淭he study tour was a new experience for me. I learned so much from the speakers who shared their knowledge and inspiring advice. I also made many new friends here. The best part was the visit to the workshops of TVET institutes,鈥 said Mr Sorn Odom, one of the BEEP graduates who attended the event.
The event was a part of BEEP鈥檚 support towards the national effort to promote the importance of skills development, which was held ahead of the 6th National TVET Day this year under the theme of 鈥淭VET provides skills and decent work鈥. In 2018, the Royal Government of Cambodia declared June 15 as the National TVET Day to recognise the importance of developing a skilled workforce that can respond to labour market needs.
In his opening remarks at the event, His Excellency Chek Lim, Deputy Director-General of Youth at the Ministry of Education, Youth and Sport (MoEYS) highlighted the importance of organising such events for youth to learn more about skills development and decent employment opportunities.
鈥淭he TVET study tour provides a great opportunity to many BEEP learners here in Battambang and those from rural communities in Kampong Chhnang province. An event like this is where out-of-school youth build their self-confidence and learn about skills development opportunities.鈥
With financial support from the Swiss Agency for Development and Cooperation (SDC) under the second phase of the Decent Employment for Youth in Cambodia (DEY), BEEP is the only equivalency programme in Cambodia that is jointly accredited by the MLVT and MoEYS. Through flexible digital learning that enables learners to complete the course anytime, anywhere and at their own pace, BEEP ensures that all Cambodian youth, especially those from disadvantaged backgrounds and are outside the formal education system, have access to TVET and decent employment. Since the first BEEP learning centre was established in February 2019, the programme has forged new strategic partnerships with private sector partners to provide digital technology solutions to reach more youth across Cambodia. Today, BEEP operates 26 learning centres in 16 provinces across Cambodia. Almost 2,000 Cambodian youth have benefitted from the programme.
About Basic Education Equivalency Programme (BEEP)
BEEP is part of the second phase of the Decent Employment for Youth in Cambodia programme (DEY) mainly funded by the Swiss Agency for Development and Cooperation (SDC). As the flagship collaborative initiative between the MoEYS and the MLVT, the programme is launched by the two ministries and UNESCO to address the issue of high dropout rates at the lower secondary level in Cambodia. The programme is currently in its expansion phase to achieve nationwide rollout and reach new target groups of beneficiaries, including youth in rehabilitation centres and correctional centres, and return migrants.
