CALL FOR APPLICATIONS - Consultancy on Communications

UNESCO Office in Viet Nam is looking for a company to implement communication activities of projects from May 2020
- Background & Rationale
The past decades have seen significant economic development in Viet Nam. As the country鈥檚 capital, Ha Noi has also experienced rapid changes, finding itself at a turning point where history and tradition meet modernity. Home to 7.9 million people, Ha Noi has a multi-layered culture with creativity at its heart. Exemplifying this is a rich tapestry of cultural resources, including thousands of heritage sites, 1350 traditional craft villages, and an emerging community of designers and innovators and creative spaces across the city.
Creative industries contribute around USD 1.49 billion to Ha Noi鈥檚 regional domestic product- accounting for 3.7 per cent. The total direct revenue generated by Hanoi鈥檚 craft villages amounted to USD 983.5 million in 2018 鈥 excluding the indirect revenue from traditional arts and crafts- and involved a total of around a million employees. Exports of Hanoi鈥檚 craft goods reach USD 192 million, accounting for 1.4 per cent of Hanoi鈥檚 total export values. Cultural and creative industries also generate added values for Tourism industries- which amounted for USD 4.5 billion in 2019 alone, a 34% rise from the previous year.
Recognized as UNESCO Creative City of Design in 2019, Ha Noi has committed to place culture and creativity at the core of its sustainable development, with a wider vision to become a leading creative hub of Southeast Asia. In order to support the commitment of the city, UNESCO is leading the project Mobilizing Cultural Dynamics and Youth Participation for Ha Noi Creative Capital together with other two implementing partners UNIDO and UN Habitat. This project will support Ha Noi City to implement its new strategic vision of a Creative City of Design, harnessing its cultural assets and youth participation as key agents for innovation, creativity, and social change.
The project aims
- To empower Vietnamese creative talent, especially youth, to influence and contribute to the new development agenda of Ha Noi as the Creative Capital with innovative ideas and actions;
- To improve the design skills, market access and networking of Vietnamese youth in the cultural and creative industries;
- To establish a multi-stakeholder partnership to foster a youth-centred approach to the cultural and creative industries.
- Specific Objectives and Scope of Work
The communication purpose is to draw public attention to initiatives that protect, revitalize, and promote Ha Noi鈥檚 cultural and heritage values as well as activities that support young talents in creative industries.
During the project implementation, the communication activities aim to:
- Increase public awareness and attention to the project 鈥 mobilizing their participation in the project鈥檚 public events (Festival, competitions, exhibitions, etc.)
- Encourage young people to participate (workshops, networking events, competitions)
- Raise awareness and mobilize support from different stakeholders, donors, private sector
The communications materials should follow the UNESCO branding and build a strong visual identity for the Program that invariably excites and captures the attention of the target audiences which includes (i) youth and (ii) general public
- Tasks
Within the framework of the cultural program, the Contractor, acting upon the supervision of National Project at UNESCO Office in Viet Nam, shall be responsible for developing communication plan and communication activities.
In particular, the Contractor shall conduct the following activities:
- Develop the visual identity and key messages for communication purposes of the project, in consultation with UNESCO, UN Habitat, UNIDO, and SOVICO;
- Create high quality graphic design for communication materials to be used throughout project implementation.
- Coordinate with UNESCO, UN Habitat, and UNIDO to implement virtual public campaigns within framework of the project on social media, relevant websites and fan pages, and other public media campaigns.
All communications materials, before being finalized, to be produced should be tested with the target audiences and modified for their appropriateness.

The proposed budget will be negotiated and decided according to UNESCO鈥檚
regulations.
