Consultant for Strengthening Institutional Response and Survivor Support on Technology-Facilitated Gender-Based Violence (TFGBV)

Nepal鈥檚 rapid digital transformation鈥攄riven by increased smartphone use, internet access, and social media鈥攈as opened up new avenues for communication, education, and economic participation. However, alongside these opportunities, digital spaces have also introduced significant risks, particularly for women and girls. Among the most pressing challenges is Technology-Facilitated Gender-Based Violence (TFGBV), which includes online harassment, non-consensual content sharing, cyberstalking, and gendered disinformation. These threats are especially pronounced for women from marginalized communities and those in public roles such as journalists and activists.
The growing prevalence of TFGBV in Nepal reflects deeper systemic issues, including limited digital literacy and a lack of awareness around online safety. Misuse of digital platforms not only silences women鈥檚 voices but also reinforces existing gender inequalities, especially in environments where institutional responses remain underdeveloped. Survivors often face re-victimization and delayed justice due to inadequate legal provisions, limited psychosocial support, and gaps in technical capacity within law enforcement and human rights institutions.
To address these urgent challenges, this initiative focuses on strengthening institutional capacities, enhancing Media and Information Literacy (MIL), and equipping women and girls with critical digital safety skills. Through targeted awareness campaigns and inclusive capacity-building workshops, the project aims to empower vulnerable groups, improve reporting pathways, and foster safer, more equitable digital spaces across Nepal.
Objectives of Consultancy
To build institutional and organizational capacity to respond to TFGBV through hands-on trainings and the development of practical tools that support ethical, effective, and survivor-centered case handling.
Scope of Work and Key Responsibilities
Under the overall authority of the Head of the UNESCO Office in Kathmandu and the supervision of the Programme Officer for the Communication and Information Unit, the consultant shall undertake the following tasks:
Key Duties and Responsibilities:
Review and analyze existing Standard Operating Procedures (SOPs) at Public institutions related to TFGBV and digital case handling, and recommend improvements.
Design and deliver four targeted capacity-building workshops for institutional staff, tailored to promote survivor-centered, legally sound, and digitally informed case handling.
Develop and facilitate a 2-day training for selected support organizations (4鈥6) that provide frontline GBV or legal/psychosocial services.
Create two practical, easy-to-use guides:
An Institutional Guide for public authorities on handling TFGBV cases, including a 鈥淒o鈥檚 and Don鈥檛s鈥 checklist.
A Support Center Guide for local organizations with survivor care tips, intake tools, digital safety steps, and peer group facilitation advice.
Establish a moderated WhatsApp group for trained organizational local staff to encourage peer learning, resource sharing, and real-time informal support. The group will be administered by the consultant and active for at least two months post-training, guided by basic confidentiality and respect protocols.
Prepare and submit reports on both training initiatives, including feedback, learning highlights, and strategic recommendations for sustainability.

Monitoring and Evaluation Documentation
To support monitoring and verification of deliverables, the Consultant is expected to submit the following documentation:
Workshop agendas and training session plans along with presentations.
Signed participant attendance sheets
Pre- and post-training self-assessment or reflection tools along with participant feedback.
Photographic documentation of trainings (with consent)
Required Qualifications and Experience
Master鈥檚 degree in Gender Studies, Psychology, Human Rights, Cybersecurity, Law, or a related field.
Minimum 6 years of experience in GBV/TFGBV prevention and response.
Proven training experience with law enforcement and/or civil society organizations.
Knowledge of Nepal鈥檚 cyber laws and survivor-centered response models.
Familiarity with trauma-informed care and digital safety principles.
Excellent facilitation and writing skills.
Fluency in English and Nepali (spoken and written).
Ability to travel to regional locations as needed.

Interested individual applicants must submit the following documents/information to demonstrate their expertise and qualifications:
Letter of confirmation of interest and availability along with expressing suitability of candidacy mentioning how your qualifications, experience and list of track record can lead to successful completion of this assignment.
Technical Proposal with a brief summary of your understanding of the assignment and its objectives along with a short description of how you will carry out the consultancy, including key steps, methodologies, and proposed timeline.
Financial proposal should include separately and shall specify fee for completing the assignment (inclusive of all costs such as consultancy fee, travel, accommodation, meals, materials, and taxes). The financial proposal should be presented in NPR.
Updated CV highlighting relevant qualifications, experience in TFGBV, training delivery, legal/psychosocial expertise, and previous work with public institutions who work in the sector and at least three referees.
