Call for Proposals: Thailand NEA ILK Authors Workshop

The United Nations Educational, Scientific and Cultural Organization (UNESCO) Office in Bangkok and UNESCO鈥檚 Local and Indigenous Knowledge Programme (LINKS), in close consultation with the Thailand National Ecosystem Assessment team, is seeking a contractor to support the implementation of indigenous and local knowledge scoping activities for the Thailand National Ecosystem Assessment.
Within the framework of the implementation of the project: 鈥淚ndigenous and Local Knowledge (ILK) support to the Biodiversity and Ecosystem Services Network (BES-Net) II project鈥 led by UNESCO LINKS, to support the inclusion of a chapter on ILK in Thailand鈥檚 National Ecosystem Assessment (NEA), UNESCO Bangkok is seeking to identify a competent local entity to deliver required services in organizing 鈥楾hailand NEA ILK Authors Workshop鈥 at UNESCO Bangkok Office, tentatively on 12-14 July 2024 for 20 participants.
Background
Thailand is undergoing a National Ecosystem Assessment (NEA) process from 2023 until 2028. Led by UNDP, the process will contribute to policy advice to concerned ministries related to natural resource conservation both land and maritime. UNESCO is contributing to this policy-driven effort by inserting the perspectives of supporting the recognition of Indigenous and Local Knowledge (ILK) in context of environmental preservation, which is a mandate shared by Science and Culture sectors of UNESCO.
For Thailand, author team for the NEA report鈥檚 chapter on ILK requested UNESCO to help enhancing their capacity in 3 key technical areas necessary for this NEA report completion, namely, (1) Scenario Building, (2) Multiple Evidence-based Approach and (3) Indigenous Valuation System.

The contractor is requested to carry out the following tasks:鈥&苍产蝉辫;
- Coordinate with experts from IPBES/LINKS (UNESCO), UNEP-WCMC, Thailand NEA team to finalize training agenda and list of participants consisting of Lead and Contributing Authors from Thailand NEA process;
- Compile materials from concerned co-facilitators of UNESCO, UNEP-WCMC and Thailand NEA team, and produce training documents on NEA scenario building, multiple evidence-based approach and indigenous valuation system for all participants and trainers;
- Provide text translation (English to Thai) on topics concerning NEA scenario building, multiple evidence-based approach and indigenous valuation system for up to 100 pages;
- Provide simultaneous interpretation service (English-Thai-English) according to the daily rate of 2 interpreters for 3 full days of meeting;
- Handle all mission administration and logistics, including expert fees, 3 full days coffee break and lunch, accommodation 6 participants for 4 nights, transportation air ticket (1 international, 2 domestic) and 5 road trip for inter-provincial travel and per diem;
Duty station and travel: Bangkok, Thailand (only intra-provincial travels are required)
Deliverables and timeframe鈥
- By 5 July 2024, the contractor will submit final agenda and list of participants consisting of Lead and Contributing Authors from Thailand NEA process;
- By 10 July 2024, the contractor will submit Thai translated text of the training documents and hotel bookings;
- By 31 August 2024, the contractor will submit a final report of the workshop outcomes, including final training materials on NEA scenario building, multiple evidence-based approach and indigenous valuation system, and statement of expenditure with proof of payments.
Required qualification, experience and competencies鈥
- Minimum 5 years of experience in implementing or organizing projects or trainings related to Indigenous and Local Knowledge;
- Be familiar with UNESCO鈥檚 programmes under Science and/or Culture sectors related to Indigenous and Local Knowledge (ILK) and/or Intangible Cultural Heritage (ICH);
- Be familiar with universities in Thailand that have human resources and academic expertise in ILK or ICH;
- Be familiar with issues or topics concerning indigenous groups in Andaman Seas of Thailand, such as Moken, Moklen, Urak Lawoi, etc.
- Have on-site staff to oversee translation, proofreading and layout of the training documents and related resources;
- Have access to air ticket and hotel bookings and catering alternatives in Bangkok;
- Have on-site staff to handle cash or transfer of fundings to individual participants.
Desirable qualification鈥
- Organizational ability to coordinate and compose report in English;
- Be familiar with the hiring process for simultaneous interpreters in Thailand.
