8th Session of the Intergovernmental Committee for the 2005 Convention on the Diversity of Cultural Expressions

The 2005  will celebrate its 10^th anniversary in 2015.  This youngest and fastest growing UNESCO Culture Convention ensures that artists, cultural professionals, practitioners and citizens worldwide can create, produce, disseminate and enjoy a broad range of cultural goods, services and activities, including their own.  The of the Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions will take place in UNESCO Paris from 9 to 11 December 2014, and will be chaired by H.E. Mr Jean-Marie Adoua, Ambassador and Permanent Delegate of Congo to UNESCO.

The Convention was adopted because the international community signaled the urgency for the implementation of international law that would recognize the distinctive and dual nature of cultural goods, services and activities. This means that policies supporting creativity recognize both the important economic and cultural value of these goods and services.  In this way, the Convention provides a new international framework for the governance and management of culture. Evidence to be presented during the Committee will show how the adoption of this international law is changing the way policies for creativity are designed and implemented.

The 24-member Committee is responsible for promoting the objectives of the Convention, encouraging its implementation and monitoring its impact at the country level. To date, 133 countries and the European Union have ratified the Convention.  

At this session, the Committee will examine, debate and take decisions on 17 items including on measures taken under Articles 16 and 21 of the Convention, which concern, respectively, the preferential treatment granted to developing countries to have access to regional and international marketplaces, and the sphere of international cooperation including trade relations. They will also debate on how digital issues are impacting the creation, distribution and access to cultural goods and services and the types of policies needed in the future.

The Committee will also be deciding on which projects will be awarded funding from the (IFCD).  Since 2010, the IFCD has awarded US$4.7 million to 71 projects in 43 developing countries, covering a wide range of areas, from the development of cultural policies, to capacity-building of cultural entrepreneurs, to the creation of new cultural industry business models. The following projects will be examined on the basis of :

• Empowering African youth to harness the potential of the music sector, International Music Council (joint proposal Cameroon, Congo, Côte d’Ivoire, Democratic Republic of the Congo, Kenya, Malawi, Mozambique, United Republic of Tanzania)
• Building a sustainable performing arts industry in Cambodia, Phare Ponleu Selpak (Cambodia)
• Strengthening local and regional institutional capacities to develop cultural industries policies in Serbia, Creative Economy Group (Serbia)
• Emerging Youth: Strengthening sub-regional cooperation and promoting young talents in the African music sector, Réseau culturel et artistique pour la formation et la Francophonie – RECAF (Chad)
• Developing an efficient policy for the promotion of cultural industries in Morocco, Association Racines (Morocco)
• Promoting young people’s participation in the book and music industries in Mexico, Germinalia A.C (Mexico)
• Fostering an active participation of vulnerable groups in the creative sector in Uruguay, National Directorate of Culture, Ministry of Education and Culture (Uruguay)

The vitality of the 2005 Convention will be in focus as preparations get underway for its 10^th anniversary, taking place throughout 2015.  This anniversary year is a unique platform to raise further visibility of the achievements and challenges faced by key stakeholders of the 2005 Convention.

The Committee meeting will take place from 9 to 11 December 2014 at UNESCO’s Headquarters (Room II, 125, avenue de Suffren, Paris).
