About Creative Caribbean

Creative Caribbean: An Ecosystem of “P.L.A.Y.” for Growth and Development aims to foster economic, human and social development of the Caribbean region by stimulating inclusive, diversified and sustainable growth of the cultural economy through 

  1. creation of jobs for women, men and youth within a decent work framework;
  2. creation, production and distribution of cultural and creative goods and services;
  3. improved market access; and
  4. support of regional and national policies and measures

Additionally, the project seeks to establish and reinforce dynamic interrelationships in Cultural and Creative Industries (CCI) to increase the creation and production of quality globally competitive goods and services, as well as the creation of new jobs; and expand skills which enable participants to self-generate the cash flow to fuel their growth; increase access to financing through innovative mechanisms that allow co-financing and reduce the Caribbean’s cultural operators’ dependency on international financing.

‘Creative Caribbean’ is a joint project by the United Nations Educational, Scientific, and Cultural Organization (UNESCO), the Caribbean Community (CARICOM) and the University of the West Indies (UWI), supported by the 11th European Development Fund (EDF) programme “Towards a Viable Cultural Industry: Supporting the Cultural and Creative Sectors in the ACP countries” with the financial contribution of the European Union and the support of the Organisation of ACP States.

Objectives of the project

Specific objectives of the Joint Project ‘Creative Caribbean’ are:

  1. Strengthened and rationalised ecosystem development framework (including entrepreneurial capacity & strategic business planning) for the cultural and creative sectors in the region;
  2. Increased creation and production of quality globally competitive goods and services at competitive prices for access to local, regional and international markets as well as the creation of new jobs;
  3. Expanded skills which enable participants to self-generate the cash flow to fuel their growth as well as increased access to financing through innovative mechanisms that allow co-financing and reduce the Caribbean’s cultural operators’ dependency on international financing.

Eligible Countries

This project will be implemented in 15 Caribbean Countries: Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, the Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago.

2024 Application Period Closed – Assessment Underway

Creatives can no longer apply for the Round 2 of grant funding from the ACP-EU 3 million Euro Grant Support Programme available in 15 Caribbean Countries. The Selection process is underway, and selected Grants will support individuals and organisations in the Cultural and Creative Industries (CCIs) across areas such as music, fashion, festivals, film and animation, literary arts, visual and performing arts.

The grant support programme is being implemented by the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Caribbean Community (CARICOM) Secretariat and The University of the West Indies (UWI), through a regional project entitled ‘Creative Caribbean - An Ecosystem of “Play” for Growth and Development.’

Creative Caribbean will provide grants and improve the economic conditions of creatives to stimulate sustainable growth of the CCIs in the Caribbean, a sector which provides millions in revenue and in which thousands of people find full time and part time work.

Creatives were able to apply under 3 grant schemes: industry grants, enabling environment grants, and training grants. Funding under the Industry Grants category will be made available for activities such as:

  1. Festival Development and Marketplace, Work Placement & Knowledge Transfer;
  2. Artist Mobility – Artist Residencies;
  3. Product Development and Content Production;
  4. Small Grants for Professional Associations;
  5. Small Grants for Emerging Creative Content Originators;
  6. Scaling Grants for Export-Ready Creatives;
  7. CCI Festival Business Exchange Networks and Fora

Falling under the Enabling Environment Grants category are the following areas of focus:

  1. Visual Literacy and Performing Arts;
  2. National Artist Registries;
  3. Data Intelligence;
  4. Cultural Policy;
  5. National Implementation Plans;
  6. Draft Legislation;
  7. Institutional Strengthening;
  8. Creative City Sub-Sector Accelerators;

The Training Grants scheme includes areas such as:

  1. Visual Literacy and Performing Arts;
  2. Transversal Capacity Building Workshops.

Cultural and Creative Industries (CCIs) are sectors which provide millions in revenue and in which thousands of people find full time and part-time work across the globe. Often dubbed the Orange Economy, many CCI professionals in the Caribbean function in the informal economy without representation or membership within professional bodies. This project will encourage formalization of the various sectors through the grant schemes which are aimed at supporting the entire CCI ecosystem.

Fifteen Caribbean countries will benefit from this injection of support into the CCI ecosystem. They are Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, The Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago.

The project is being implemented over forty months and is expected to end in 2024.

Update: Awardees-Round 1

The United Nations Educational, Scientific and Cultural Organization (UNESCO), the Caribbean Community (CARICOM) Secretariat and The University of the West Indies (UWI) are pleased to announce the 25 recipients of the first round of grants as part of the EU sponsored project ‘Creative Caribbean - An Ecosystem of “Play” for Growth and Development’. 

The project is aimed at improving the economic conditions of creatives to stimulate sustainable growth of the Creative and Cultural Industries (CCIs) in the Caribbean.

A total of US$1,028,287.22 has been awarded for the implementation of twenty-five projects across the Caribbean thanks to the generous contribution of the Organisation of African, Caribbean and Pacific States (OACPS) -European Union (EU).
