Design and Delivery of a Series of Educational Activities and Research on Forest Protection and Biodiversity Conservation in Hainan Province, China

1. Background and Justification

To address the global challenge of climate change, the Chinese government pledged to achieve a carbon peak before 2030 and a carbon neutrality before 2060, setting them as strategic goals of national economic and social development and considering green and low-carbon development as an essential aspect of ecological civilization. However, at the same time, in the key area of climate change education to ensure capacity-building and youth participation, China has not formulated practical action strategies and policies, nor has the relevant resources such as teachers and teaching materials.
 

The solution to climate change needs the concerted cooperation and efforts of mankind at all levels. As youth are the creators and builders of the future world, it has become the consensus of the international community to strengthen capacity-building related to climate response and wider participation of communities and youth.
 

Against this background, under the sponsorship of the China Youth Development Foundation Mercedes-Benz Star Fund Funds-in-Trust, the UNESCO Regional Office for East Asia (hereafter UNESCO Beijing) launched 鈥淎ccelerating Carbon Neutrality: Innovative Actions for Sustainable Development鈥 Project Phase I (2022-2025) since June 2022. The project seeks to facilitate sustainability science, education for sustainable development, and capacity building for stakeholders including youth to be equipped with knowledge, skills, values, and attitudes matching climate change response, including carbon footprint reduction, ecological protection, and biodiversity conservation, with the purpose to promote the practical actions of ecological civilization and build a sustainable future for all. This goal was attained through activities in three areas: 鈥淎ccelerating Youth Climate Action鈥, 鈥淔orest Protection Action鈥 and 鈥淭ropical Rainforest Biodiversity Conservation Action鈥.

 

To meet this aim, UNESCO Beijing is looking for a contractor to design and deliver a series of educational activities themed on forest protection and biodiversity conservation, and monitoring research on flag species in Hainan Province, China to facilitate the nature education and pro-sustainable actions of young generations to accelerate the model of green and low-carbon Hainan Island, and the achievement of dual carbon goals in China and the SDGs across the world.

2. Objectives

The overall objectives of these activities are to:
 

1. Strengthen capacity-building related to climate response for youth, professionals, and local communities.

2. Build knowledge on ecosystem services and their contribution to human health, well-being, and economic stability, and promote understanding of the threats posed by climate change issues and related measures for climate adaptation and mitigation.

3. Raise youth鈥檚 pro-sustainable awareness, foster responsibility, and stewardship, and promote environmentally responsible behaviours for the protection and sustainable use of natural resources.

4. Accelerate the popularization of knowledge related to the uniqueness of the National Park of Hainan Tropical Rainforest and other local ecosystems, facilitate ecological products and eco-tourism, and the protection of the national park.

5. Mobilize the whole society to actively participate in the conservation of the ecological environment, afforestation, and protection of forest resources.

6. Provide technical and financial support for scientific research on biodiversity conservation, tropical rainforest restoration, and fair, effective, and sustainable utilization of ecological resources in Hainan.

3. Outputs

The expected outputs under this Contract are:

1. The organization of a knowledge competition themed on ecosystem protection and biodiversity conservation targeting college students in Hainan Province.

2. The organization of a Youth Forest Nature Education Activity in the National Park of Hainan Tropical Rainforest with the theme of 鈥淐onserving Hainan Gibbons and Safeguarding the Tropical Rainforest鈥.

3. Monitoring research on the environmental health status of the Hainan gibbons鈥 population in the Bawangling Branch of the National Park of Hainan Tropical Rainforest.

4. The comprehensive reports detailing the process and achievements of the above activities will be delivered, including summary reports and academic reports.

5. Documentation of videos and photos recording the knowledge competition and the nature education activity will be developed.

6. Documentation of the educational materials for the above activities will be delivered and made available freely in the UNESDOC library, such as brochures, student handbooks, teaching materials, etc. 

4. Duties and Responsibilities

Under the overall supervision of the Director of UNESCO Beijing and the direct supervision of the Programme Specialist of the Natural Sciences Unit of UNESCO Beijing, the Contractor will be designing and delivering a series of educational activities and monitoring research for promoting forest protection and biodiversity conservation. To this end, the Contractor shall:

 

4.1. Design an offline competition themed on ecosystem protection and biodiversity conservation in close consultation with UNESCO Beijing. The tasks include but are not limited to:
 

4.1.1 Develop a detailed concept note with a budget plan for the competition, including but not limited to the timeline, evaluation criteria;4.1.2 Identify the potential judges;4.1.3 Identify and prepare the modules, questions banks for the competition;4.1.4 Identify the prizes and awarding;4.1.5 Prepare and disseminate the notification of competition among local provincial universities, and recruit participation teams;4.1.6 Design and produce the visibility materials for the competition, such as backdrops, brochures including name-list, agenda, and entry instructions.4.1.7 Liaise with local stakeholders for arrangements of competition venue, accommodation, meals, and transportation for all participants, as well as photography and videography.4.1.8 Organise the semi-finals and finals and select the winning teams (at least include first prize, second prize, and third prize) per the agreed evaluation criteria among judges;4.1.9 Distribute the prizes to the winners.
 

4.2 Design a Youth Forest Nature Education Activity in the National Park of Hainan Tropical Rainforest with the theme of 鈥淐onserving Hainan Gibbons and Safeguarding the Tropical Rainforest鈥. The tasks include but are not limited to:

 

4.2.1 Develop a detailed concept note and budget breakdown for the activity which should include the time, organizers, target participants, expected outcomes, schedule, and brief introduction of courses. The concept note should be submitted to UNESCO at least 1 month in advance for approval.

4.2.2 Engage with local stakeholders which may include representatives from the Forestry Department of Hainan Province (Hainan Tropical Rainforest National Park Administration) and other relevant partitioners for activity preparation.

4.2.3 Prepare and issue the announcement for students鈥 recruitment. Identify the selection criteria. Recruit students and submit the name list of shortlisted students to UNESCO for approval.

4.2.4 Prepare all necessary logistic arrangements before the activity, including:

1) Book hotels, meals, and tickets for the National Park of Hainan Tropical Rainforest for all participants;

2) Coordinate and invite course tutors, volunteers, relevant staff from organizing institutions, and journalists;

3) Form a team of a doctor, tutors, and some potential volunteers;

4) Rent buses and cars for local transportation (including pick-up and drop-off for all participants, transportation inside the area of the national park);

5) Rent venues for the opening ceremony, closing ceremony, and indoor courses;

6) Prepare materials such as backdrops, speakers, banners, and car stickers for the activity.

4.2.5 Develop the educational materials such as the activity brochure, student handbook, and certificates, design and produce the activity clothes; submit the draft educational materials and designs to UNESCO for approval.4.2.6 Organise the Youth Forest Nature Education Activity in the National Park of Hainan Tropical Rainforest and carry out at least 3 thematic nature courses related to the Hainan gibbons, biodiversity conservation, and tropical rainforest park, etc.4.2.7 Execute the promotion of the activity through news reports or video publicity by credible media inside and outside the province.

 

4.3 Conduct monitoring research on the environmental health status of the Hainan gibbons鈥 population in the Bawangling Branch of the National Park of Hainan Tropical Rainforest. The tasks include but are not limited to:

 

4.3.1 Coordinate with the Bawangling Branch of the National Park of Hainan Tropical Rainforest and relevant stakeholders for preparation of the monitoring research.

4.3.2 Develop a concept note with budgetary details for the research which should include the timeline, research plan, methodology, and expected outcomes. Submit to UNESCO for approval.

4.3.3 Form a work team of researchers, and carry out the monitoring research as per the agreed concept note under the supervision of local authorities.

4.3.4 Submit a periodic progress report and summary report that reflect the process, achievements, and recommendations for the future conservation of Hainan gibbons, management of the national park, and engagement with local communities.

 

4.4 Contractor Responsibilities

 

4.4.1 Coordinate all the necessary preparation for the activities in 4.1, 4.2 and 4.3, including engagement with local stakeholders, logistics, administrative and practical organisations to ensure the implementation.

4.4.2 Regularly update UNESCO with the latest developments of the activities through regular online communications.

4.4.3 Ensure UNESCO and donor logos are properly displayed in all notifications, publicity, and visibility materials that will be developed under this contract. UNESCO will provide the logos, and the Contractor should submit the design of visibility materials to UNESCO for approval before dissemination.

4.4.4 Ensure sufficient personnel capacity, cost-efficiency of budget, publicity and promotional efforts, and retention of records for all activities.
 

4.5 Key Deliverables

Submit to UNESCO for approval:
 

4.5.1 Concept notes of the activities in 4.1, 4.2, and 4.3 with budgetary details, including but not limited to the timeline, organizers and expected outcomes, etc.

4.5.2 Periodic progress report of 4.3.

4.5.3 Summary reports of activity 4.1 and 4.2, the final report of activity 4.3; all related documentary files including photos and videos, and a financial statement signed by a responsible financial officer.
 

5. Deliverables and Timeline

The projected contract period will be from 20 February to 31 July 2025.

The payments will be made within 30 days upon satisfactory completion and acceptance of the services by UNESCO.

6. Inputs

  • UNESCO will provide the Contractor with information and advice on the organisation or pool of experts as necessary and relevant to the activities under this Contract.

  • UNESCO will assist in disseminating the call for participation to students through its regional network and coordination with the National Forestry and Grassland Administration or other partners. 

7. Eligibility

The selected Contractor should meet and fulfil the following conditions:
 

1) Registered as a legal institution, organisation, or university in China;

2) Have past experience in joint collaboration/project with Chinese government agencies or institutions;

3) Have at least two years of practical experience, and proven capacity in project management and implementation;

4) Have a strong understanding and expertise in subjects related to nature education, sustainability science, and Sustainable Development Goals;

5) Have a strong network with international institutions, governments, universities and research centres, experts, and researchers related to projects and research on biodiversity conservation and nature education. Networks with local government agencies in Hainan Province would be an asset.

8. Minimum Content of Proposal and Submission

The interested organisations should submit:

1) A cover letter, a copy of the valid national company registration license, and a portfolio of past similar works, including the link to the previous works;

2) Technical proposal with the work plan;

3) Financial proposal following the format in Annex III;

4) Complete the information required in Annex II to Annex IV.
