Provision of Consultancy Services for Updating the Resources Mobilization Strategy for UNESCO Tanzania

Background
UNESCO in Tanzania was established in 1974 and is recognized for the central role played in providing material and moral support to the liberation movements, which led to the struggle for independence in Southern Africa. The UNESCO Dar es Salaam Office still carries with it the responsibility to support the protection, conservation and promotion of this heritage.
UNESCO Dar es Salaam is a National Office in the East African Region that works in collaboration with the Government, Civil Society, Private Sector and development partners within the UN Delivering as One framework with other UN Agencies to develop and strengthen policies and programmes with the aim to further the building of peace, poverty eradication, sustainable development and intercultural dialogue through education, the sciences, culture, communication and information.
The resource mobilization strategy is developed for the Dar es Salaam Office whose key areas of focus are guided by the UNESCO Mid Term Strategic Objectives (2022-2025). This Resource Mobilization Strategy (RMS) has been guided by; such strategic document from other regions and the country resources mobilization strategy that contribute to the UNESCO鈥檚 Medium-Term Strategy 2014-2021 with nine (9) Strategic Objectives. In addition, the document benefited from framework within UNESCO鈥檚 Resource Mobilization Plan (RMP) by field offices. This document therefore, provides a roadmap for the improvement and enhancement of resource mobilization for UNESCO Dar es Salaam Office. It covers Five years period of 2021 鈥 2025 which will coincide with the end of the medium-term strategy 2014 - 2021. However, it does not only highlight current budgetary situation, but also it indicates levels of further funding needs and areas of opportunity for future resource mobilization for UNESCO in Tanzania.
While the draft strategy document has been developed by the UNESCO, it misses donor funding trends analysis and projection for the next five years across the Five UNESCO Major Programmes.
This Terms of Reference seeks for the consultant services to conduct donors funding trends assessments across five UNESCO Major programmes for the past five years (2015-2020) and project the funding trend for the next five years (2021-2025). Specifically, the consultant will map donor community and funding trends and projections supporting the following UNESCO major programmes:
- Education
- Natural Sciences
- Social Sciences
- Culture
- Information and Communication
The draft strategy document and details on the programmes will be provided to the successful consultant to ensure the assessments and projections are smoothly carried out.
Objectives and Scope of Work
The assignment is aimed at conducting donor trend analysis and updating the Resources Mobilization Strategy as well conducting capacity development training to the staff on Resources Mobilization.
Specifically, the consultant shall:
- Conduct the donor funding trends from 2015 to 2020 across the UNESCO niche around the Five Major Programmes.
- Using the appropriate scientific methods project the funding trends across the programmes between 2021 - 2025.
- Review the draft UNESCO resources mobilization strategy then develop the Power Point presentations
- Present the draft strategy during the UNESCO Staff retreat meeting in Zanzibar 24th- 26th May 2021.
- Collect and Collate Comments from UNESCO staff on the strategy presentation during retreat and incorporate for inclusion in the final document.
- Prepare and submit the draft strategy with donors funding trends analysis and projections across the sectors and facilitate the validation workshop with programme staff
- Compile the final staff comments and submit the final office RM strategy document
- Prepare the training materials and train the programme staff on RMS and its marketing
Qualification of Consultant
Consultants should have at a minimum a Master鈥檚 degree in the relevant fields of Education, Natural Resources, Culture, Communication and Information, Social and/or Development Policy, Economics, and Finance and/or Accounts from accredited universities. The Consultant should have extensive experience in development of business plans and/or sound resources mobilization strategies. S/he should have strong capacity building and facilitation skills as well as clear understanding of scientific methods for trend analysis and projection.
He/She is expected to have better command of both English and Swahili and should have work experience with Tanzania Donors and UN agencies in similar roles. Understanding of the Government priorities related to UNESCO Major Five Programmes is a credit.
Expected Deliverables
The key outputs for this consultancy are as follows:
- A comprehensive resource mobilization strategy that includes an overview of the situation, a critical analysis of past fundraising experience, explores future opportunities and strategies, details workflow processed and mechanisms for contribution management and outlines a time-bound action plan (with key responsible focal points) to systematically research and raise funds for key UNESCO Dar es Salaam Office results.
- An annex that maps donor interests, priorities, funding windows, typical funding amounts, focal points, samples of successful project applications, and points to clear actions that should be taken to mobilise funds and develop/maintain relationships with donors. This includes report on donor funding trends from 2015-2020 and projections of donor funding between 2021-2025 across UNESCO鈥檚 five major programmes.
- An annex that outlines a series of fundraising materials (digital) that need to be produced to secure funding/raise the profile of key UNESCO Dar es Salaam Office results, including website content and signage throughout the office.
- A high-level dashboard providing a single consolidated view of all fundraising activities from initial concept through the various stages to funding secured and then funding disbursement and project implementation.
- Facilitation of the resource mobilization session during the staff retreat which includes Power Point presentation of thedraft strategy and consolidating and incorporating inputs from staff to the draft strategy.
- An action plan that outlines clear time lines for the action proposed.
- A plan for building the capacity of key staff in mobilizing and leveraging resources and developing and maintaining partnerships for the UNESCO Dar es Salaam Office at both the local, regional and/or global level. This include development of training materials and facilitation of the staff training on Resource Mobilization.
- Report on the RMS validation workshop with UNESCO Programme staff
Timeline, Deliverables and Payment Schedule
This consultancy is expected to be carried out in Thirty days spread in months of May and June 2021. Consultant may (in his/her) proposal indicate a justifiable timeframe that improves the delivery of this assignment. Payments will base on the deliverables as indicated in this table below.
