Public Training of 2023 UNESCO Information for All Programme (IFAP) Successfully Held in Xiongan New Area, China

In order to accelerate the implementation of the IFAP STRATEGIC PLAN 2023-2029, raise awareness of stakeholders on the value of information in addressing development issues under the digital wave, and enhance the information literacy and digital skills, a public training on Industrial Information Literacy and Innovation Practices in the Digital Economy Era was successfully convened in Xiongan New Area of China in the afternoon of September 25, 2023. The event was one leg of the UNESCO IFAP public training series. Hosted by the Institute of Scientific and Technical Information of China (ISTIC) and the Bureau of Reform and Development of Xiongan New Area, and organized by Wanfang Data, the training was broadcast alive simultaneously in eight offline sub-venues.

In his opening remarks, Prof. Shahbaz Khan, Director of the UNESCO Multisectoral Regional Office for East-Asia, proposed that the theme of this training resonates deeply with UNESCO's mission of promoting access to information and knowledge for all. We must redouble our efforts to bridge these digital divides, ensuring that information becomes a bridge to prosperity rather than a barrier.

Prof. Zhao Zhiyun, Director General of ISTIC, stated in her opening speech that improving the information literacy for all in China is a key initiative to close the digital divide and promote common prosperity, as well as an important support for developing digital economy of China.

Ding Xiaolong, Deputy Director of Xiongan New Area Management Committee, stressed that improving information literacy is an important foundation for promoting the digital and intelligent development of cities.

Three experts with extensive research experience gave lectures upon invitation. Prof. Liufeng from Institutes of Science and Development, Chinese Academy of Sciences, firstly lectured on the topic of Cultivation of Emerging Industries: Policy Framework, Experience, and Reflection. Associate Researcher and Executive Editor Bai Chen from China Science & Technology Resources Review, ISTIC, then spoke on Methods of Analyzing Industry Information. At the end of the session, Prof. Zhang Yingjie, Deputy Director of the Bureau of Reform and Development of Xiongan New Area, elaborated on the practice of Xiongan New Area with its vision of a smart and green city in his lecture titled on Digital Xiongan Construction and Digital Literacy Improvement. The lectures focused on improving the capability of think tanks in analyzing industrial information, adding value to the training in both theoretical and practical terms. The event attracted nearly 3,000 active participants online and offline, including experts and scholars from think tanks, research institutions, universities, and enterprises, among others.

Since 2003, under the leadership of the Ministry of Science and Technology (MOST) of China and the National IFAP Committee China of UNESCO, ISTIC has taken an active role in liaison with IFAP and the IFAP project implementation by harnessing the advantage of its own scientific and technological information resources. A series of public trainings in line with IFAP’s objectives have been rolled out by ISTIC, which were highly valued by the participants.
