United Nations Educational, Science and Cultural Organization (UNESCO) hereby invite qualified organisations in Nepal to submit their expression of interest for a planned solicitation process as follows:
Objectives and Scope of the Project
Nepal, like many countries, faces significant challenges in ensuring the rights and well-being of its children, particularly concerning education, health, and protection from various forms of violence and exploitation. Despite constitutional provisions and policy initiatives aimed at safeguarding children's rights, the prevalence of violence against children, especially in educational settings, remains a pressing issue.
According to data from UNICEF (2014), a significant proportion of school-going children in Nepal face alarming levels of physical and psychological violence, with both teachers and peers being perpetrators. Shockingly, 66 percent of school children in Nepal report experiencing physical violence, while 22 percent endure psychological abuse inflicted by teachers. This distressing trend extends to interactions with peers, where 28 percent of children encounter physical violence, 15 percent endure psychological torment, and 12 percent suffer sexual violence. Girls are particularly vulnerable, facing higher rates of violence and exploitation, often stemming from deep-rooted societal norms and practices, such as a patriarchal mindset and early marriage among others.
Recognizing the urgent need to address these challenges, the Government of Nepal has taken proactive steps to combat gender-based violence in schools and homes. Initiatives such as the launch of the academic year with the slogan "End Gender-Based Violence at School" demonstrate a commitment to tackling the issue at its core. Furthermore, national strategies outlined in key policy documents like the School Education Sector Plan (2022-2032) and the National Education Policy (2019) provide a framework for addressing school violence comprehensively. These strategies prioritize inclusiveness, child-centeredness, health, protection, gender responsiveness, and democratic participation in creating child-friendly learning environments.
Despite these efforts, challenges persist, including the need for effective implementation, capacity building, and community engagement. Analysis of reported incidents shows that girls are targeted significantly more often than boys. Recognizing the efforts made under Complaint Response Mechanism (CRM), further institutionalization is required to enable children to report incidents of GBV and refer them if necessary. Moving forward, it is essential to bolster these policy initiatives with targeted interventions, resources, and monitoring mechanisms to ensure the realization of children's rights and the creation of safe, supportive, and inclusive learning environments for all. As a part of this effort this project aims to transform Nepal's education system by creating safe and inclusive learning environment through capacity building of the teachers, teacher educators and local government officials to address school related gender based violence and providing technical support to develop localised guideline for the same in the targeted palikas. By aligning with the School Education Sector Plan (2022-2032) and the Equity Strategy of Nepal (2015), the project seeks to empower learners, particularly girls and those vulnerable to School Related Gender based Violence (SRGBV) to thrive personally, academically, and socially.
To achieve this, the project will provide technical support to develop Sexual and Gender-Based Violence (SRGBV) guidelines at the provincial and selected local levels. A collaborative approach has been employed, starting with consultation meetings to develop guidelines with key education stakeholders and schools. Following this, orientation workshops will be conducted for teachers, School Management Committees (SMCs), local level officials, and secondary level students to familiarize them with the guidelines and form action groups for their implementation. Finally, the project will conduct workshops in targeted municipalities to monitor and implement the developed action plans, ensuring the dissemination of outputs at the policy level for sustainable impact.
In this context, the UNESCO Office in Kathmandu is seeking interested local organizations to support Local levels namely, Rautamai Rural municipality (Udaypur) , Shahidnagar Municipality (Dhanusha) and Bansgadhi Municipality (Bardia).
The selected organization will:
Provide the technical support to develop School Related Gender Based Violence (SRGBV) guidelines at the province and selected local levels
Conduct consultation meeting to develop guideline with the education key stakeholders , schools, local and provincial level officials
Conduct Orientation workshop for the Teachers, SMCs, local level , and secondary level students on the guidelines to form an action plan for the implementation of the guideline
Drafting of the action plan and formation of SRGBV Network within School through empowering teachers and providing seed money to them
Conduct workshops in the targeted municipalities to monitor and implement the action plan developed and dissemination of output at policy level
Submission of bimonthly and final report on the progress of activities with photographs.
Eligibility Criteria
- Be a legally registered local organization.
- Have at least 10 years of experience working with schools and local governments in education preferably in girls education and school related gender based violence
In order to be considered, interested organizations should submit their Expression of Interest including the following information:
- Brief information about the organization, including its organogram structure, number of staff, scope of work, and geographical coverage
- A list of previous works that demonstrate qualifications aligned with the eligibility criteria outlined in this call for Expressions of Interest
- Contact information (full name and address, mobile/telephone, e-mail address, website and contact person)
The Expression of Interest and accompanying documents must be submitted electronically to kat.procurement@unesco.org, no later than 14 April 2025 (max. 10 pages).
Note: This request for Expression of Interest does not constitute a solicitation. No further details of the planned solicitation can be made available prior to issuance of the solicitation documents.
UNESCO reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. UNESCO also reserves the right to require compliance with additional conditions as and when issuing the final solicitation documents.
Submitting a reply to a call for EOI does not automatically guarantee receipt of the solicitation documents when issued. Invitations to Bid or Requests for Proposals and any subsequent purchase order or contract will be issued in accordance with the rules and procedures of UNESCO.
