On February 28, UNESCO hosted the Second Multi-Stakeholder Advisory Council Meeting to assess Uzbekistan鈥檚 internet environment based on UNESCO鈥檚 Internet Universality Indicators (IUI). The event was organized by UNESCO, the Agency of Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan, and the Swiss Agency for Development and Cooperation (SDC).

The meeting brought together representatives from UNESCO, government institutions, civil society, academia, international organizations, and digital rights experts. Discussions focused on the current state of internet development in Uzbekistan, emphasizing inclusivity, openness, and alignment with human rights principles.

UNESCO international expert Simon Ellis delivered a presentation on the technical aspects of assessing internet universality indicators. The meeting featured presentations on key aspects of Uzbekistan鈥檚 internet environment, including findings on digital accessibility based on the 鈥渁ll based鈥 principle, as well as insights into internet openness, multi-stakeholder participation, and relevant legislative considerations.

Presentations also covered technical assessments, digital accessibility, and the legal framework governing Uzbekistan鈥檚 digital space. Participants shared insights, discussed key challenges, and provided recommendations to enhance internet universality in the country.

The meeting concluded with a discussion on the next steps for fostering a more inclusive and open digital environment in Uzbekistan. Key takeaways included the need for stronger institutional accountability, enhanced public access to information, and improved media competence.

This event is part of a three-year program aimed at strengthening access to information, promoting digital rights, and fostering institutional transparency, funded by the SDC and the UNESCO Multi-Donor Program on the Safety of Journalists.
