Spain’s education responses to the influx of Ukrainian students
Situation
Context
In Spain, the Ministry of Education and Vocational Training and the Education Councillors of the autonomous communities have validated on 30 March 2022 the Spanish Contingency Plan for the Comprehensive Educational Care of displaced Ukrainian students.
Basic Education
Ukrainian children will be immediately enrolled in schools and benefit from school canteen services. All students will be assigned by regional authorities to an educational centre and their language skills will be evaluated. If their level is too low, they will be supported with immersion Spanish lessons. At the same time, counsellors will evaluate them to determine if they need any additional support to integrate schools.
Some regions such as Catalonia have already developed special protocols such as procedures that guarantee schooling for Ukrainian children and young people even if they are not registered or are missing some documents.
Upper Secondary, Vocational and Higher Education
The homologation of degrees and the accreditation of professional skills will be streamlined to facilitate the integration of displaced Ukrainians.
The Contingency Plan foresees the temporary integration of teachers from Ukraine to provide support to Ukrainian students in schools. It also foresees the development of educational materials in Ukrainian and Spanish and their availability to the autonomous communities to facilitate the integration and reception of Ukrainian learners.
Funds from dedicated EU funding sources will be used to hire teachers, counselors and support staff to facilitate the learning of Spanish and the integration of children, to reinforce educational aid for displaced people, and to the acquisition and assembly of portable classrooms, if necessary.
The EU issued operational guidelines for the implementation of Council implementing Decision 2022/382, establishing the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC, and having the effect of introducing temporary protection (2022/C 126 I/01). As such, EU Member States shall grant access to their education system to persons under 18 years old enjoying the temporary protection status under the.
