Strengthen Media Development and Freedom of Expression in Cambodia

Strengthen Media Development

Recognizing freedom of expression, and its corollaries of freedom of information and media freedom, as fundamental human rights and critical pillars to democracy, this project aims to foster a safe, free, pluralistic and independent media environment conducive to greater freedom of expression in Cambodia.

With the financial support of the Swedish Development Cooperation Agency (SIDA) of USD 2.7 million, UNESCO is working to:

  • Enhance regulatory frameworks to better protect and promote freedom of expression and access to information, including for people with disabilities.
  • Raise professional and ethical standards of journalism through institutional capacity building of media organizations, associations and universities.
  • Establish mechanisms to protect journalists during the exercise of their work in providing reliable information to citizens through the implementation of the UN Plan of Action on the Safety of Journalists and the Issue of Impunity.
  • Promote a digital literate society through Media and Information Literacy, to strengthen resilience against disinformation and misinformation.
  • Amplify the voices of women in and through the media to promote gender equality and women empowerment.
  • Build public trust in the media by supporting independent media and providing 鈥渟afe-spaces鈥 for dialogue and collaboration between the authorities, judicial actors, civil society and journalists.
  • Foster efficiency and harmonization in Media Development interventions in Cambodia, through coordination and partnerships among development partners and media stakeholders.

A healthy, pluralistic, diverse, and independent media sector is a central enabler for achieving democratic governance and sustainable development, and fostering an open, inclusive, just, and peaceful society.

Legal Aid and Safety Support to Women Journalists

As part of the Global Media Defense Fund, UNESCO is supporting Cambodian Center for Independent Media (CCIM) and Women Media Center (WMC) in providing legal aid to journalists and strengthen the safety of women journalists through peer support and counselling.

Assessing Internet Development in Cambodia

UNESCO is supporting the Cambodia Academy of Digital Technology in assessing the internet development in Cambodia. It will provide a diagnosis of Cambodia鈥檚 internet policies and digital environment, based on UNESCO鈥檚 ROAM X principles, which evaluate the internet based on its compliance with human-Rights, Openness, Accessibility, and its governance by Multi-stakeholder participation.
