Brief project overview:

“The Technical assistance to support Jordan’s Ministry of Education’s EMIS platform for enhanced evidence-based decision making” has been jointly designed with the MoE, UNESCO and the EU to support the MoE’s strengthening of its enabling environment for OpenEMIS, through the operationalization of its EMIS Policy, while also supporting the MoE to migrate their EMIS towards a sustainable and robust hosting solution. In addition, enhancements to OpenEMIS will be undertaking to improve data quality, accuracy and utilization, including enhanced data on refugees. All activities will be implemented using a strong capacity development approach and will be in line with the MoE’s EMIS Operational Plan (2020-2025) and the Education Strategic Plan (2018-2025).  

The support provided under this project builds on UNESCO’s ongoing support to MoE information management systems (OpenEMIS and WebGIS) since 2014 under the European Union (EU) funded project “Technical assistance to enhance accessibility and use of the Jordanian MoE EMIS for evidence-based policy formulation” (2014-2017), and complements the technical assistance being provided to the MoE under the System Strengthening Partnership (SSP) with Jordan’s Ministry of Education (MoE) programme. 

The project was officially launched in February 2023. 

Objectives:

The project has four main objectives:  

  1. The MoE has established a strong enabling environment for OpenEMIS.
  2. The MoE has effective processes and structures in place to support OpenEMIS.
  3. Quality data is available and utilized for informed decision-making at all levels.
  4. MoE field directors and school staff capacities have been strengthened on the use OpenEMIS for informed decision-making.
