Terms of Reference: Production of a video showcasing the impact of UNESCO’s O3 Programme

UNESCO is seeking the professional services of a videography company to develop a comprehensive video to capture the impact of the O3 Programme

Background

With a growing population of adolescents and youth in sub-Saharan Africa, there is an opportunity to reap an unprecedented demographic dividend if they are educated, healthy and employed. Through its flagship programme, Our rights, Our lives, Our future (O3), UNESCO supports 35 countries across Sub-Saharan Africa to provide good quality comprehensive sexuality education that empowers adolescents and young people while developing the skills, knowledge and attitudes they need to prevent HIV infections, reduce early and unintended pregnancies, and eliminate gender-based violence.  

Through the generous support of the Governments of Sweden, France, Ireland and Norway, the programme focuses on building safe learning environments for learners by preventing all forms of violence including bullying in and around schools. 

Methodology and scope of services

In documenting the impact of O3 Programme which is currently in Phase II, UNESCO is seeking the professional services of a videography company to develop a comprehensive video using a mix of stock footage and photographs based on the below specifications:  

 

  • Style: Documentary style (with a mix of still photos*, text on-screen and stock footage** and video footage provided by UNESCO) 
  • Language: English voice over*** with French subtitles**** 
  • Music: Copyright free music to be added to the video 
  • Duration: 3 - 5 minutes 
  • Dimensions: Youtube format

*No travel will be required. UNESCO to provide photos to the selected company. 

**Company to purchase stock footage that showcases empowered and inspired young children in school and out of school settings. 

***Company to provide samples of voice over artistes for selection 

****The same video to be replicated with French voice over and English subtitles 

The entire film production, including but not limited to, scripting, writing, storyboarding, editing, voice over, subtitles etc is to be done by the contracted video company. The entire process will be closely monitored by UNESCO. Graphic guidelines will also be provided by UNESCO (logos, disclaimer, color pantone). 

Competencies required for the video company

  • Qualifications and competencies should include at least five years of experience in producing dynamic and engaging videos. The team must possess relevant technical capacities to ensure smooth and high-quality production. A detailed company portfolio to be submitted along with CV of the team leader. 
  • The company should be officially registered and operational in Africa. The company’s legal documents are to be submitted. 
  • Experience in developing gender-sensitive video content for advocacy and social engagement as well as in writing creative scripts. Links of atleast 3 relevant samples of such works to be provided. 
  • Skilled in these following industry tools: Adobe Creative Cloud, Final Cut, After FX and Pro Tools. 
  • Strong communication skills with fluency in written and spoken English and French. 
  • Ability to work with different teams, while meeting tight deadlines. 
  • Good understanding of new and evolving production trends and styles. 
  • Previous experience working with the UN or other international organizations is desirable. 

Selected professionals/companies will follow the UN guidelines, which will be provided by UNESCO. 

Deliverables and Schedule of Payment

Please submit a comprehensive all-inclusive quote in USD along with the company portfolio and links to previous videos produced. Payments shall be made against the invoice submitted contingent upon the satisfactory delivery of the video: 

Deliverable 1: Full script, treatment of video and artistic direction 
Deadline: 03 April 

Deliverable 2: Complete final high-resolution video (two versions a) with English subtitles 2) with French subtitles 
Deadline: 01 May

20 March – 20 May 2025  

Copyrights

UNESCO will retain exclusive use of rights to all photo/video material gathered by the contractor under this contract and any part of the footage or byproducts may only be used with prior permission from UNESCO.
