Towards Greater Inclusion and Diversity in Jordan

Brief project overview:

The project provides technical assistance to the Jordanian Ministry of Education and the Higher Council for the Rights of People with Disabilities in their efforts towards inclusion in line with with the goals and priorities of the Education Strategic Plan (ESP), the 10-Years Inclusive Education Strategy (IES) and SDGs 4 and 5 - on Inclusive and Equitable Quality Education and on Gender Equality. The project is part of the GIZ PROMISE Programme, which aims at improving equal access to and quality of primary and secondary public schools in Jordan and focuses on school children from KG2 to Grade 10, with particular focus on children with disabilities. 

As part of the GIZ PROMISE Programme, UNESCO provided technical support to MoE and HCD related to system strengthening and capacity development for inclusion and diversity in education. In June 2022, the ‘Jordan Declaration on Inclusion and Diversity in Education1’, was endorsed by MOE, HCD and partners through a high-level policy dialogue bringing togetrher over 100 stakeholders. The Declaration includes a list of children vulnerable to exclusion from and within education and a common definition for inclusion and diversity in education for Jordan. Capacity development sessions have been supported in 30 pilot MoE schools in Ajloun, Karak and Marka, reaching at least 178 teachers, school principals and counselors, as well as Ministry and Field Directorates officials. It covers topics such as positive classroom and behaviour management or learning difficulties. 

With the objective of mainstreaming inclusion and diversity through a whole-school approach, 17 schools completed their cascade sessions by October 2022 reaching over 2200 teachers, school staff, parents, students and planners from field directorates. 12 additional schools will complete the capacity development sessions and cascading at school and community level by April 2023, which should reach over 1000 beneficiaries. A resource pack with seven orientation tools and a Practical Manual for Facilitating and Cascading Inclusion and Diversity in Education have been developed.  

Objectives:

  1. To strengthen the education system to better protect the rights of all children and youth to quality education in inclusive settings. 
  2. To enable education officials and staff on national and sub-national levels to better address the needs of children with disabilities, and other children and youth who are vulnerable to exclusion from and within education moving towards inclusion. 

Areas of intervention:

Within the PROMISE programme, UNESCO is supporting the System Strengthening and Capacity Development components.
