UNESCO appoints international expert group to revise the 1974 Recommendation
UNESCO’s Director-General Audrey Azoulay appointed 22 experts to form the International Expert Group (IEG) that will be charged to advise UNESCO on the revision and updating of a legal instrument, which promotes the role of education in fostering peace, international understanding, human rights and fundamental freedoms.
Adopted in 1974, the is a landmark legal instrument that formulates principles and norms for the international regulation of education in support of the advancement of justice, freedom, human rights and peace.
Though adopted nearly 50 years ago, it continues to be a relevant tool today to promote the role of education in building lasting peace.
However, in the face of current challenges, which are both global and local in scope, we need more adapted responses. For these reasons, and to firmly embed the role of education in fostering human rights and fundamental freedoms, global peace, international understanding and sustainable development, the time has come to update the instrument.
The is composed of women and men from all geographical regions and with diverse backgrounds to cover the full range of issues that are raised in the 1974 Recommendation. The members include experts from academia, the public sector and civil society and with extensive knowledge and expertise in education, but also in areas such as human rights, global citizenship education, intercultural education, education for sustainable development, youth engagement, social and emotional learning.
The IEG held its first plenary meeting on 12 and 13 May during which the IEG members examined the Recommendation and discussed the scope of revisions. The IEG will meet again on 7 and 8 and on the 22 and 23 of June to prepare a fist draft.
On the basis of the proposals made by the IEG, UNESCO will be presenting in September 2022 a draft revised text to all Member States for written comments and observations.
