UNESCO convened a special session on new project supported by Sweden and Internet Society, to consult with 50 political scientists, legal experts and diplomacy professionals at the GIG-ARTS conference (Global Internet Governance Actors, Regulations, Transactions and Strategies) held at The Paris Institute for Advanced Study, 30 March 2017.

UNESCO representative Ms. Xianhong Hu presented the key objectives of UNESCO’s ongoing endeavor of defining Internet Universality Indicators and called upon the academic stakeholders for their inputs and partnerships. Ms. Hu mentioned that the ultimate results of this new research would be a recognised and authoritative global research tool for assessing Internet development in each country, with a view to assessing policy developments so that a R.O.A.M.-based Internet can make an optimum contribution to the 2030 Agenda of Sustainable Development Goals.

Ms. Hu emphasized the fact that the project is designed to elaborate appropriate Internet indicators, which can serve to enrich various stakeholders’ capacity for assessing Internet development, broaden international consensus and evidence-based dialogue, and foster online democracy and human rights towards knowledge societies engaged in sustainable development.

The project focuses specially on the R.O.A.M principles of UNESCO’s concept of Internet Universality and will develop Internet indicators along R.O.A.M dimensions: human Rights based indicators, Openness indicators, Accessibility indicators, Multi-stakeholder  indicators as well as the crosscutting indicators.

Following the launch a global call for proposals in January 2017, UNESCO is kicking off the project with the selected partner and plans to complete the elaborated indicators around mid-2018. The final set of indicators will be presented to the intergovernmental council of UNESCO’s International Programme for the Development of Communication (IPDC) for possible endorsement.

As a core implementation methodology for elaborating these indicators, UNESCO is encouraging interested entities and individuals to engage with its ongoing global consultation process, which includes a series of physical consultation events and online consultations via email (internetstudy@unesco.org) and a forthcoming dedicated website. 

GIG-ARTS (Global Internet Governance Actors, Regulations, Transactions and Strategies), is a project of the French National Research Agency () under the  programme. This pluridisciplinary project in Social sciences (Political Science, Law, Economy, Communication and Media Studies) is led by professor , and gathers 19 partners from 13 countries.
