UNESCO Strengthens Futures Literacy and Foresight Capacities in Kazakhstan’s Higher Education Sector

In the framework of the Annual Dialogue to promote the (2024–2033), the UNESCO Regional Office in Almaty, in collaboration with the of the Republic of Kazakhstan and the under the President of the Republic of Kazakhstan, held a national capacity-building training on 16 May 2025 in Astana.
The training, “The Future of Education: Foresight and Artificial Intelligence in the Age of Digital Transformation,” brought together some 50 faculty members from higher education institutions across Kazakhstan. The aim was to enhance their preparedness for digital transformation by equipping them with foresight competencies and promoting the ethical use of artificial intelligence (AI) in education.
The initiative supports the implementation of key UNESCO normative instruments, including the , which promotes inclusive, rights-based, and forward-looking scientific environments. It also reflects the principles of the , advocating for the responsible and human-centred use of AI in education. At the heart of the training was the promotion of Futures Literacy – an essential 21st-century competency that empowers individuals and institutions to critically anticipate and shape the future in an era of rapid technological and societal change.
Participants were introduced to practical tools for future scenario analysis and discussed strategies for integrating innovation and ethical AI into educational practices. The event contributed to national efforts to strengthen scientific culture, support sustainable development, and build more adaptive and inclusive higher education systems in Kazakhstan.
