In brief
The framework includes indicators grouped into 4 thematic dimensions that correspond to the 3 pillars of sustainable development (the economic, the social, and the environmental) plus a fourth dimension related to education, knowledge and skills in cultural fields. The framework also responds to the 5 Ps of the 2030 Agenda (People, Planet, Prosperity, Peace, and Partnerships) where Peace is fully transversal and supported by the fundamental focus on promoting cultural diversity. Gender Equality, is mainstreamed throughout the framework, by ensuring that as much sex-disaggregated data as possible is collected across each of the dimensions.
A pilot implementation phase of the UNESCO Culture|2030 Indicators is being launched since 2020 in several countries and cities in South-East Europe. This voluntarily exercise is to assess the contribution of culture to sustainable development as part of implementing the 2030 Agenda at both national and urban levels.
Goals
The initiative wants to make visible culture鈥檚 contribution to sustainable development and provide evidence-based results to inform policies and actions. The framework is designed to assess both the role of culture as a sector of activity, as well as the transversal contribution of culture across different SDGs and policy areas.
As a set of thematic indicators, it is also intended to support and complement the global indicators agreed upon within the 2030 Agenda and foster linkages between different Goals and Targets.
Value added to national/international processes
This innovative initiative is complementary to, and builds on, monitoring mechanisms in place for each of the UNESCO Culture Conventions. Whenever relevant, the UNESCO Culture|2030 Indicators also support Member States in the region in meeting their obligations under relevant Chapters of the European Union Accession negotiations, notably Chapter 26 on enhancing culture as an agent of positive and active social change.
Measurement of culture is necessary to support and enhance the role of culture in national efforts to implement the 2030 Agenda and achieve the Sustainable Development Goals. Through their Voluntary National Reviews, Member States are presenting the level of integration of culture into their sustainable development initiatives, in order to understand the positioning of culture in the Sustainable Development Agenda.
Member States are obliged to report on internationally comparable indicators SDG 11.4.1. 鈥淓xpenditure on Cultural and Natural Heritage鈥 and SDG 4.7.1. 鈥淓ducation on Sustainable Development鈥 to the UNESCO Institute of Statistics (UIS), as the custodian agency for these indicators in the UN SDG database. These data will also form a part of the UIS international database of culture statistics, which is available to the user community and help to inform policymakers at both national and international levels.

Linkages with UN efforts in supporting sustainable development processes
The development of a new framework for measuring and collecting data on culture is foundational both for advocacy of culture in the SDGs as well as for integration into development plans and policies at the national and urban levels and within the United Nations Sustainable Development Cooperation Framework (UNSDCF).
