OVERVIEW OF THE FUNCTIONS OF THE POST

Background 

The UNESCO Liaison Office in Addis Ababa is both a Liaison Office to the AUC and ECA and a National Office to Ethiopia. The Office contributes to the programme and projects in the field of social and human sciences and ensures the design, development, planning, monitoring and implementation of activities carried out under the new UNESCO OSPA 2022-2029, the 41/C5 and both Agendas 2063 and 2030.
The Office also strengthens the coordination, collaboration and partnership with all the AU and UNECA relevant technical Departments and more specifically with the Departments of Political Affairs, Peace and Security of the African Union Commission (AUC) for the promotion of the culture of peace, the Directorate of Gender, Youth and Women to end Gender Based Violence and the Department of Education, Science, Technology and Innovation to ensure the implementation of the CESA, STISA and TVET strategies.

TERMS OF REFERENCE

Under the overall authority of the Director of the UNESCO Addis Ababa Liaison Office to the African Union and the United Nations Economic Commission for Africa and the direct supervision of the Education Specialist, the consultant shall:
•Provide strategic and technical support to UNESCO/LO and contribute to organize UNESCO events; highlighting lessons learnt, and make recommendations for future events.
•Contribute to the revitalization of the UNESCO-AUC joint Commission and provide support for the signature of the new MoU between UNESCO and the AUC.
•Ensure UNESCO’s strategic participation in relevant AUC meetings, in particular AUC specialized Technical Committee Meetings (STCs), in particular the STCs on:
✓Youth, sports and culture
✓Education, science, technology and innovation,
✓Gender, youth and women,
✓Communication and Information Communications Technology
A report on UNESCO prior engagement with the STCs will be produced, and recommendations made regarding UNESCO programmes.
•Advise Dir/Addis and facilitate close working relationships and partnerships with AUC, especially RECs and ECA technical departments on proposing joint activities and programs for collaboration on the different Commissions.
•Contribute to the organization of the AUC- UNESCO programs consultation meetings related to PA strategy 2022-2029, in particular its flagships 1 and 3. Produce visibility materials, and organize side events to popularize strategy to AU, UN and other partners.
•Contribute to AFR publications, working documents, strategic reports, related to AU/UNESCO cooperation and prepare (whenever necessary) strategic AUC cooperation with UNESCO, Annual report Briefing for 2024 (to be addressed to DIR/LO and ADG/PAX).

REQUIRED QUALIFICATIONS

Education
• Advanced university degree (Master’s or equivalent) in the field of political science, or social sciences in  general. Work Experience
• A minimum of 2-3 years of relevant professional experience in the field of pollical science and/or social sciences or a related area.
• Experience in designing, managing and implementing projects related to the field of partnerships, culture of peace, youth, education, gender or any other relevant area.

COMPETENCIES

â–ª Knowledge and understanding of the decision making processes of the African Union and ECA
â–ª Strong technical writing skills on issues related to culture and creative industries;
â–ª Strong capacity in communications
â–ª Good computer and other IT skills including excellent skills in MS office.

DESIRABLE QUALIFICATIONS

Languages
â–ª Excellent knowledge of English and French (oral and written).
