Workshop on Legal Aspects of the Use of Artificial Intelligence Held in Bishkek

Workshop on ‘Responsible use of data and formation of a global legal framework for Artificial Intelligence’ held in Bishkek on 1 April 2025. The workshop, organised by the 'Journalists’ Public Association with the support of the UNESCO Regional Office in Almaty, was attended by representatives of government agencies, business, media, NGOs and the expert community.

Dastan Bekeshev, a deputy of the Jogorku Kenesh, noted that along with the expansion of opportunities in the use of AI technologies, they also raise many legal issues. The state needs to find an optimal balance in the regulation of artificial intelligence, so that, on one hand, not to interfere with its use in education, medicine and other areas of activity, but also to protect the population from unauthorised intervention, fraud and other illegal activities, which can also be used by these technologies. If AI is used by government officials, for example, to translate documents, there is a risk that official or confidential information could be leaked. National security agencies should pay attention to this issue.

Elira Turdubaeva, a researcher from the University of Miami, presented the results of a desk study of legal regulation of the use of AI and guidelines in this area adopted at the international level, as well as in Europe, the United States, China and other regions of the world. Thus, in China the focus is on comprehensive regulation with an emphasis on national security, in the United States - fragmented regulation, including at the level of states and individual industries, in the European Union - systemic regulation with a detailed classification of risks arising from the use of AI. In Kyrgyzstan, chapter 23 of the draft Digital Code, initiated by the Cabinet of Ministers and adopted by the Jogorku Kenesh in the first reading, is devoted to the regulation of AI. According to the Speaker, Kyrgyzstan needs to adopt a separate normative legal act, similar to the EU AI-Act as one chapter of the Digital Code will not be sufficient for a full and effective regulation of the use of this rapidly developing technology.

A representative of the Ministry of Justice, Cholpon Bakirova, made a presentation on the service, which provides the public with answers to their questions in a simple and user-friendly language. The most frequently received questions are on housing, land, labour, family and administrative law.

Nursultan Bakashov made a presentation on ‘Akylai - the first AI assistant in Kyrgyz language’. The developers have created a corpus of 100 million Kyrgyz words and launched Akylai-assistants, including a voice speaker, language translation and other functions. 

Aemilia Ydyrysova presented , a product designed to help improve learning through AI technology.

Insan Bakirov from ‘7 Neiro’ company spoke on ‘Modern AI solutions for working with visual content: generating, editing and transforming images and videos’. The speaker talked about the types of video generations with the use of neural networks and how neural networks are changing the video industry.

The final presentation of the workshop was given by Tattibubu Ergeshbaeva, an independent lawyer and activist of AI introduction into business processes. She made a presentation on ‘Human Rights Protection in the Age of AI: Legal Approaches to Ensuring Fairness, Transparency and Accountability of Algorithms’. According to her, legislation should adapt with changing technologies, and its developers should ensure a balance between the development of AI on one hand and the protection of human rights and freedoms on the other.

The workshop concluded with a practical exercise that demonstrated to participants that AI programmes can often give more or less different answers to similar questions, and that the outcome can depend on the wording of the question and other factors. This is why it is so important not only to use them in their work, but also to check the validity and impartiality of the information provided by AI.

The participants of the workshop noted the necessity to send the comments and recommendations developed during the workshop to state authorities and other parties interested in the development and regulation of the use of AI technologies in Kyrgyzstan.
