Haryana Early Literacy Outcomes Development Impact Bond (HEL-DIB)


The Haryana Early Literacy Outcomes Development Impact Bond (HEL-DIB) is a pioneering initiative in India aimed at improving literacy outcomes among young students in government schools across seven districts in Haryana. This project represents the first-ever Development Impact Bond (DIB) in India, leveraging Corporate Social Responsibility (CSR) funding for outcomes payment. The initiative was designed to enhance foundational learning by focusing on early literacy skills, targeting approximately 164,000 children and involving 7,500 educators across 330 schools.

The HEL-DIB aimed to improve the professional development of teachers, strengthen teacher mentorship within the government system, provide additional learning materials for children, and enhance assessment and remediation processes. The project's success was measured through specific literacy targets, such as reading fluency benchmarks. By the end of the three-year period, students in intervention schools achieved significant improvements in reading fluency, meeting global minimum proficiency standards.

The financing model involved a pay-for-success approach where payments were contingent on achieving pre-agreed educational outcomes. IndusInd Bank and SBI Capital Markets acted as outcome payers, while the Central Square Foundation served as the risk guarantor. The Language and Learning Foundation was the service provider, and Educational Initiatives played the role of outcome evaluator.
