Second Sindh Education Reform Project
The Second Sindh Education Reform Project aimed to improve access to and quality of education in Sindh province through a results-based financing approach. Key components included:
1. Strengthening school management and accountability by supporting school management committees and providing school-specific non-salary budgets.
2. Improving teacher management through merit-based recruitment and deployment of teachers.
3. Enhancing student assessment and examination systems.
4. Expanding public-private partnerships to increase access in underserved areas.
The project used disbursement-linked indicators (DLIs) to incentivize and measure progress on key reforms. Funds were disbursed when agreed targets were achieved and independently verified. This results-based approach aimed to strengthen the education systems focus on outcomes rather than just inputs.
