El Salvador's 'Crecer Juntos' Policy Promotes Holistic Early Childhood


Executive Summary

The Salvadoran national public policy ´Crecer Juntos´ (Grow Up Together) is a comprehensive approach aimed at maximizing the developmental potential of children in their early childhood (0-7 years). This policy underscores the government´s commitment to providing all children with the opportunities to become active participants in a rapidly changing world, considering various dimensions of growth and development. The policy is structured into four main axes, each addressing a different aspect of early childhood development. These axes include health and nutrition, education and care, protective environments, and the protection of rights. The policy recognizes the importance of addressing these areas holistically to ensure that children have a solid foundation for their overall well-being and future success. By grouping interventions within these integral attention packages, ´Crecer Juntos´ aims to create a supportive environment that nurtures children´s optimal growth and development during their early years.

Implementation

”Crecer Juntos” Management Model is structured from a dynamic gear between the regulatory framework, the participation mechanisms, the ordering of territorial structures, the incentives management and the information generation. This model is organized at levels made up of coordination structures, with specific roles and powers, and consultative mechanisms to support implementation within 3 levels:1. Strategic Level: National2. Tactical Coordination Level: Departmental3. Operational Territorial Level: Local/ MunicipalTo achieve the expected results, “Crecer Juntos” has defined 3 implementation phases to be developed in the 2020-2030 period:1. Conditions generation from the national to the local level (2020)2. Policy implementation within the 96 prioritized territories (2021-2026) 3. Progressive implementation in other municipalities (2027-2030)


Stakeholders and partners involved

The target population includes children from gestation to 8 years old which accounts for approximately 12.5 percent of El Salvador’s population, a total of 840,000 children in these early years, in 2022. “Crecer Juntos” will focus its efforts on institutional strengthening at the local level, the generation of commitments from municipal governments and the installation of capacities in territorial actors. Advice and specialized support to municipalities and executing institutions, technical assistance on specific issues, technical cooperation with civil society organizations and intersectoral dialogue at the local level stand out.


Impact

Although the official impact evaluation will be carried out at the end of the implementation of the policy (in 2030), the process evaluations have identified many positive impacts, such as: The population´s sensibilization regarding the relevance of the Early Childhood Policy results; The strengthening of the regulatory framework with 3 new acts: “Nacer con Cariño”(Born with Love) for humanized birth, “Amor convertido en alimento” (Love turned into food) for breastfeeding, and “Crecer Juntos” for the integral protection of early childhood, children and adolescents; The positive inter-institutional and inter-sectoral coordination achieved by the policy´s technical table and governance model; The progress within the achievement of identified key results and indicators like reduced infant mortality rates, increased initial education coverage, reduction of the digital breach, the strengthening of professional skills, etc.

The harnessing of the power of technology and digital innovation for continuous education through the COVID-19 pandemic created a resilient education system and reduced the access breach among the most vulnerable; The transformation of the infant-maternal health system has not only increased health indicators but also promoted parenting skills, and strengthened family relations, attachment bonds and emotional well-being of both the baby and its family.


Constraints

The intersectoral coordination constraints was addressed by creating a multisectoral technical table, an open consulting process from the early design stages of the policy which promotes a sense of appropriation.
