World Conference on Early Childhood Care and Education Programme Committee
In the lead up to the organization of the World Conference on Early Childhood Care and Education (WCECCE) taking place in Tashkent, Uzbekistan from 14 to 16 November 2022, two statutory Committees will be established: the Organizing Committee (chaired by the Prime Minister of Uzbekistan) and a Programme Committee chaired by UNESCO Assistant Director-General for Education together with the Minister of Preschool Education of Uzbekistan as co-chair.
The main functions of the Programme Committee are to provide direction and advice on the preparation of the WCECCE content and to guide the preparatory process for the conference programme, participation, and other substantive matters. The Programme Committee is responsible for global, thematic, and regional reports, facilitation of the regional consultation processes, mobilization of expertise and speakers, and design of the conference programme (plenaries, ministerial roundtables, and concurrent sessions).
Objectives
The Programme Committee’s main tasks include :
- providing inputs and guidance to UNESCO on all scientific and technical matters related to the WCECCE
- Devising and guiding the thematic priorities for the WCECCE
- Discussing and adopting the programme documents for the WCECCE
- Establishing technical working groups as and when required to advance the preparation of specific programmatic and thematic guidance for the WCECCE and ensure that these groups are adequately managed, supported and accountable
- Advising on and approving the main directions of the conference programme and the process of the outcome document preparation.
Composition
The Programme Committee is composed of representatives of selected UNESCO Member States as well as key international organizations and networks active in areas of early childhood care and education.
Chair: UNESCO Assistant Director-General for Education
Co-chair: Minister of Preschool Education of the Host Country Members, comprising:
- 13 representatives of Member States: Host Country and two from each of the six regionals groups
- 3 representatives from UN Agencies: ILO, UNICEF, WHO
- 3 multilateral agencies and partnerships: OECD, World Bank, GPE
- 4 civil society/networks: ECDAN, OMEP, Global Campaign for Education, Inter-Agency Network 
for Education in Emergencies/Early Childhood Development Task Team
- 1 Foundation: Lego foundation
- 1 Service Provider: Babilou
- UNESCO Category II Center for ECCE
Meetings
The inaugural meeting of the Programme Committee will be held virtually on 8 June to discuss and make important decision on the programme-related matters for the conference.
Following this date, the Programme Committee will regularly convene from May to November 2022. A specific agenda will be proposed for each meeting.
- June 2022: finalization of the concept note, including key topics, the main direction of the conference agenda (main themes and subthemes) and the collaboration modalities.
- July 2022: advice on working procedures, processes of the conference, resource mobilization, mobilization of countries and high-level personalities.
- September 2022: finalization of the conference programme, including confirmation of speakers for plenaries and workshops.
- October 2022: review all final arrangements and conference procedures.
