Building peaceful, inclusive and just knowledge societies

The Communication and Information (CI) Programme in Tanzania is results based and demand driven with the aim to ensure relevance within UNESCO’s areas of comparative advantage in communication and information, applying interdisciplinary approaches for Africa, youth and gender transformative actions in all areas of the Programme’s competence.
UNESCO cooperates with the Government, United Nations and partners to promote freedom of expression, media independence and pluralism, and the building of inclusive knowledge societies underpinned by universal access to information and the innovative use of digital technologies.
The CI Programme Strategy in the United Republic of Tanzania is an important outcome of consultations with the government, civil society and partners to address the key challenges and leverage on opportunities to advance governance, gender and human rights at country level that are mutually identified and implemented through the flagship Media for SDGs Programme.
The priority areas of the CI Programme are:

Supporting media pluralism, the economic viability of journalism; and media and information literacy for informed citizens’ participation in democracy and sustainable development

Building knowledge, communication and critical thinking capacities, enabling citizens to realize their potential as productive members of society, including the preservation of documentary heritage for present and future generations

Creating an enabling environment where freedom of expression is respected, media is independent and reflects the diversity of opinions, protecting and promoting the media as a platform for public discourse

Promoting safety of journalists and combatting impunity are central actions within UNESCO's support for press freedom and freedom of expression. This is with specific focus on gender-based violence, particularly against female journalists

Facilitating the exchange of knowledge to promote digital empowerment and critical thinking among citizens to advance Media and Information Literacy (MIL) as a response to disinformation and the challenges of digital citizenship
Communication and Information - Country Cooperation Strategy
The Country Cooperation Strategy guides UNESCO’s work in the Communication and Information Programme, with a long-term vision for UNESCO’s technical cooperation to respond most effectively to Tanzania’s expressed development needs, priorities and aspirations in this important area. It importantly provides a strategic framework for UNESCO’s engagement with the Government of the United Republic of Tanzania led by the Ministry responsible for Information, Communication and Information Technology in collaboration with other UN agencies, development partners, research and academia, private sector and civil society organizations within the UN Sustainable Development Cooperation Framework (UNSDCF).
Media for the Sustainable Development Goals (SDGs) Priority Programme
The priority programme Media for the Sustainable Development Goals (SDGs) and its associated projects, operationalizes the Country Cooperation Strategy. The Programme is an important outcome of consultations with the government, civil society and partners to address the key challenges and leverage on opportunities at country level that are mutually identified. The priority areas are:
1. Media viability and independence
2. Human Capital Development
3. Legal and Policy Environment including working conditions
4. Safety and Security of Journalists
5. Media and Information Literacy, and Digital Citizenship
Communication and Information Programme - Partnership & Resource Mobilization Strategy
The Programme aims for a long-term predictable financing arrangement, which is critical for longer-term progress. Funding enables the UNESCO Communication and Information Programme to deliver results in providing the impactful support that we do, allowing UNESCO to empower populations to access pertinent and life-saving information. This information is particularly essential to marginalized communities, enabling citizens to make informed decisions about their daily lives. The Programme aims to ensure that citizens of Tanzania are able to meaningfully participate in democracy and development processes, where no one is left out or behind because they have the quality, accurate and timely information that they need to thrive.
