States Parties to the Global Convention on Higher Education
States Parties to the Global Convention on Higher Education are countries that have ratified the Convention and commit to recognizing qualifications in higher education across borders, thereby promoting international academic mobility and cooperation.
Each State Party agrees to establish fair, transparent, and non-discriminatory processes for the recognition of foreign qualifications. They also contribute to the development of shared frameworks and tools that support comparability and trust in higher education systems worldwide.
States Parties are expected to collaborate through national information centres and other mechanisms, report periodically on implementation progress, and ensure that the principles of the Convention are upheld within their territories.
As of April 2025, 38 States have ratified the Global Convention on Higher Education
