National Safety Context

According to UNESCO's Observatory of Killed Journalists there have been no recorded deaths in Luxembourg since 1993.

There is 1 ongoing national action plan in Luxembourg with a specific component on improving the safety of journalists. More information on this initiative is summarised below including relevant links.

National Action Plan on the Safety of Journalists (2025-2028)

The National Action Plan on the Safety of Journalists was launched in April 2025. 

What activities are carried out? 

The Action Plan includes several measures and projects aimed at fostering open dialogue with the press, improving the safety of journalists, and safeguarding press freedom. 

The Action Plan鈥檚 measures proposes several measures that include the implementation of a monitoring system to collect data on attacks against journalists, public campaigns to raise awareness, policy research on the media landscape in Luxembourg, as well as trainings to be organized for journalists on their safety.

The Plan aims at building the capacity of the law-enforcement and the judiciary for the protection of the journalists and the prosecution of crimes committed against them, through joint training sessions for the police and the magistrates, conference on prosecution, and the assurance that victims obtain compensation. 

How is it implemented? Who are the stakeholders?

The National Action Plan covers the period from 2025 to 2028 and is part of the 鈥淛ournalists Matter鈥 campaign for journalist safety, organized by the Council of Europe. 

The Action Plan is implemented through an interministerial working group which assesses attacks against journalists, reviews the legal framework and its adaptation to the situation. This group brings together, at least once a year, representatives from the Press Council, the Luxembourg Association of Professional Journalists, the Department of Media, Connectivity and Digital Policy of the Ministry of State, the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign trade, the Ministry of Justice, the Information and Press Service of the Government and the grand Ducal Police.
