Overview of the organization
ARTICLE 19 is an international human rights organisation that propels freedom of expression locally and globally to ensure all people realise the power of their voices.
Together with our partners, we develop cutting-edge research and legal and policy analysis to drive change worldwide, lead work on the frontlines of expression through our nine regional hubs across the globe, and propel change by sparking innovation in the global freedom of expression movement. We do this by working on five key themes: promoting media independence, increasing access to information, protecting journalists, expanding civic space, and placing human rights at the heart of developing digital spaces.
Project and activity overview
ARTICLE 19 encodes human rights and freedom of expression in the design, development, and deployment of AI technologies. We provide technical and legal expertise in digital regulations in various multilateral fora, including the UN and the Council of Europe. From the start, we’ve been closely involved in the discussions on the EU Artificial Intelligence Act, calling in particular for red lines around real-time biometric recognition, biometric categorisation and emotion recognition.
We engage with standard setting bodies including the Institute of Electrical and Electronics Engineers, where we advocate for technical standards that respect, protect and promote human rights.
ARTICLE 19 has also conducted pioneering research on the development and deployment of data intensive technologies, with specific focus on their use in the Global South - examples include reports on emotion recognition technology in China and the procurement of CCTV cameras in Myanmar.
Furthermore, we closely monitor the impact of AI in the media sector. Among others, we have been part of the Council of Europe experts group which recently produced guidelines for journalistic AI.
