Observer Research Foundation is an independent global think tank based in Delhi, India with offices in Mumbai and Kolkata and the United States. It provides non-partisan, independent, well-researched analyses and inputs to diverse decision-makers in governments, business communities, and academia and to civil society. ORF seeks to lead and aid policy thinking towards building a strong and prosperous India in a fair and equitable world.

ORF has been exploring the role of technology in socio-economic development and national security and international relations through policy, regulatory and legal perspectives.
