Ces Comités sont constitués et administrés sous l'autorité des gouvernements nationaux et jouent un rôle crucial dans la mise en œuvre du PHI.

La composition des Comités nationaux diffère d'un pays à l'autre et dépend des capacités nationales et des structures institutionnelles chargées des études hydrologiques et de la gestion des ressources en eau. Toutefois, le Conseil du PHI recommande qu’ils soient constitués de telle façon qu'ils puissent :

• compter parmi leurs membres de nombreuses parties prenantes, notamment des scientifiques et des responsables de la gestion des ressources en eau, ainsi que des organes publics compétents, des associations professionnelles et des représentants de la société civile (ONG et secteur privé)
• coopérer étroitement avec l'Hydrologue régional de l'UNESCO et avec le Vice-président du Conseil du PHI de la région de façon à assurer une liaison étroite et fréquente ainsi que des échanges de données d'expérience avec d'autres Comités nationaux de la région et avec le programme international
• tisser et entretenir des liens solides avec la Commission nationale pour l'UNESCO du pays, de façon à participer plus pleinement aux affaires de l'UNESCO ainsi qu'à contribuer au débat international et à la prise de décisions au sein de l'UNESCO, où les Commissions nationales jouent un rôle important et croissant.

Il y a actuellement 168 Comités nationaux et Points focaux du PHI dans les 195 États membres de l'UNESCO.
