Data in distress

This paper presents a joint initiative by the UNESCO Global Education Monitoring (GEM) Report and Education Cannot Wait (ECW). It brings together the GEM Report’s long-standing expertise in tracking education aid and ECW’s leadership in advancing transparency in humanitarian financing. By drawing on three international datasets—the OECD’s Creditor Reporting System (CRS), OCHA’s Financial Tracking Service (FTS), and the International Aid Transparency Initiative (IATI)—the analysis seeks to strengthen understanding of how education is financed in crisis settings and to inform more coherent, holistic approaches to tracking aid flows.
