Francesca Ciriaci is the Regional MENA Director at IREX, a global development non-profit that works with partners in more than 100 countries to increase access to quality information and education, empower youth, cultivate leaders, and strengthen institutions. Francesca has more than 25 years of experience in media and civil society strengthening, youth and leadership development, strategic communications, and news journalism.
With IREX, Francesca has over the past decade designed and overseen media and information literacy programs in Jordan and other MENA countries, working with youth, women, and marginalized groups in communities, schools, and universities. She has adapted digital citizenship approaches - including IREX’s ‘Learn To Discern’ (L2D) methodology for critical engagement with information - to increase information integrity and resilience, and promote women’s empowerment and youth agency. In addition to equipping citizens with the skills to engage critically with information and make informed decisions, IREX champions robust information and media systems, working with information producers to bolster their technical expertise in responsible journalism, refine their revenue models, and enhance their safety and advocacy in support of freedom of expression.

Divina Frau-Meigs, a professor of media and ICT sociology, is renowned for her research contributions that inform policies and practices in media and information literacy (MIL). Recognized with the "Global MIL Award" by UNESCO, Divina's research-driven expertise spans cultural diversity, internet governance, and the study of young people's media practices. Her involvement in high-level expert groups and research initiatives positions her as a thought leader in the field, shaping the discourse on MIL and its societal impact.

She is author and (co)editor of more than 40 books and 300+ scholarly articles and book chapters. She holds the UNESCO chair “Savoir devenir in the era of durable digital development” and is the founder and president of Savoir Devenir, an NGO dedicated to 21st century media literacies and digital citizenship.

Mr. Smeirat was the Deputy Chief Executive Officer and the Chief Enterprise Officer of Jordan Telecom Group - Orange Jordan. He worked as CEO of Jordan Data Communication Company Ltd. – Orange Internet, the Chairman of Petra Company for Mobile Payment Services – Orange Money, in addition to being a member of the Board of Directors of Cairo Amman Bank, the International Data Center Authority (IDCA), Sodetel Internet (Lebanon), EDAMA Association, Middle East Insurance Company Ltd., and Princess Sumaya University for Technology’s Board of Trustees.

Formerly, he served as a Board member of Jordan Phosphate Mines Company, the Chairman of Nippon Jordan Fertilizer Company, the Vice Chairman of Jordan Press Foundation, a Board member of Zara Investment Holding, and a Board member of Lightspeed Communications (Bahrain).

He also held the position of the Chief Executive Officer of Wanadoo, until it was re-branded to Orange Internet, and led the exclusive partnership with Equant as their distributor in Jordan, and the re-branding of Global One to Wanadoo. He was the co-founder of Cyberia Jordan where he worked as the deputy CEO and Chief Commercial Officer.

Mr. Smeirat holds a BSc in Electrical Engineering from the University of Jordan and a master’s degree in communications engineering, as well as an MBA in Business Administration from NYIT.

Mr. Yerdaulet Rakhmatulla (he/him) is an emerging Kazakh global security expert and a passionate advocate for peace and justice. He is the Founder & CEO of JASA, the first Central Asian initiative working on AI and nuclear risks. As a representative of his generation at high-level United Nations conferences, he has collaborated with prominent organizations such as the UN and the IAEA on over 30 impactful projects.

In 2024, Yerdaulet served as a Lead Translator and Reviewer for the UNESCO, UNITAR, and SALTO Participation & Information initiative, where he translated, edited, and reviewed more than 120 pages of the 2023 MOOC titled "Defending Human Rights in the Age of Artificial Intelligence." His commitment to media and information literacy is further demonstrated by his participation in selective programs, including the CTBTO Citizen Journalism Academy, the FES Media-Ethics-Gender Course, and the Online Factcheck Academy by MediaNet International Journalism Center.

Currently, Mr. Rakhmatulla is a Research Group Member at the AI Policy Clinic within the Center for AI & Digital Policy (CAIDU) in Washington, DC. His extensive experience and dedication to fostering youth engagement in media and information literacy make him a vital contributor to shaping the future of global security and advocacy.
