The European Union-African, Caribbean and Pacific (EU-ACP) Culture Programme illustrates the ambition to boost the competitiveness of cultural and creative industries in African, Caribbean and Pacific countries. It aims, among other things, to encourage entrepreneurship and cultural innovation, to promote the quality of productions and their distribution on international markets, and to promote the participation of young people.

Digital technology has multiplied creative languages and opened up new possibilities for the production, dissemination and consumption of culture, but not in an equal way for all. The cultural and creative sectors are of strategic importance to the achievement of sustainable development goals. In many countries, however, these sectors still rely on largely informal systems and fragile regulatory and financial environments. Towards a more inclusive cultural and creative industry: From principles to reality
Culture is of fundamental importance for mutual respect and human dignity. Therefore, any policy and action in the cultural and creative sectors must integrate measures that take into account gender equality, human rights and the fight against inequalities. This video presents models of policies and good practices that promote access to culture for as many people as possible and the participation of all in cultural life.

A culture-based approach to education helps young generations to learn about themselves and others, to challenge cultural norms and stereotypes, to engage in dialogue and contributes to the development of creative, responsible and engaged citizens. It also trains future professionals who can find decent jobs and contribute to the development of more just and inclusive societies.
Building the resilience of the cultural and creative sectors in times of pandemic
This video presents a brief overview of how the support mechanisms of the EU-ACP Culture Programme can support and strengthen sustainability, inclusion and competitiveness in the cultural and creative industries in ACP countries.
Transcultura Programme
The overall objective of the programme - to deepen integration between Cuba and the different linguistic areas of the Caribbean region and to strengthen people-to-people cultural cooperation both within the region and with the EU 鈥 will be achieved through professionalization of the cultural heritage and creative industries sectors and through the opening-up of new opportunities for socio-economic development and cultural cooperation. Main actions will include:
- the establishment of a Cultural Training Hub at the restored ex-convento de Santa Clara in Cuba and development of a training and scholarship programmes for culture related professionals with the network of the Open Campus of West Indies University;
- increasing employment and income opportunities through encouraging of new cultural projects, establishment of Caribbean Heritage Routes and Caribbean-EU Cultural Twinnings.
Procultura Programme
The Procultura programme aims to stimulate employment in the cultural sector and the development of the creative economy in these countries, PALOP (Portuguese-speaking African countries) and East Timor. The action promotes new artistic, technical and managerial skills in the human resources of the cultural sector and builds capacity for the reproduction, production, dissemination and marketing of products in the music, performing arts and children's literature sectors.
Procultura Programme
The Procultura programme aims to stimulate employment in the cultural sector and the development of the creative economy in Portuguese-speaking African countries and Timor Leste. The action promotes new artistic, technical and human resource management skills in the cultural sector and builds capacity for the reproduction, production, dissemination and marketing of music, performing arts and children's literature products in these countries.
The Ethical Fashion Initiative
The Ethical Fashion Initiative advocates a fairer global fashion industry. It enables artisans living in urban and rural poverty to connect to luxury lifestyle brands. It also works with the rising generation of fashion talent from Africa, encouraging the forging of fulfilling creative collaborations with artisans on the continent. Since 2017, the EU has supported the Ethical Fashion Initiative to promote skills related to the cotton value chain in West Africa and international market access for local products and has created more than 4000 new decent jobs for youth and women.

Angola Sans Plastique
This video aims to raise awareness among shopkeepers and consumers about reducing the use of plastic, especially single-use packaging, here in a market. The project is a pilot initiative to raise awareness, especially among the young public in the capital, about responsible consumption and the fight against disposable plastic, as well as to create a dialogue with the different stakeholders (local authorities, retail actors, civil society organisations).
Cleaning the Areia Branca beach in Luanda
A hundred volunteers gathered on this beach in August 2021 to collect plastic waste, after two similar events in June and July. The results are visible, the white sand that used to be covered in rubbish is finally showing. However, the biggest challenge remains: changing people's awareness and consumption habits.

Throught the programme ACP-EU (2012-2017) we have witnessed the unique strength that culture brings both on a human level, by bringing people closer together and preserving their heritage, and on an economic level, in terms of job creation and strengthening capability and prosperity of the population.
The results achieved by the actions carried out under the ACP Cultures+ Programme support our view that boosting all aspects of the creative economy facilitates the creation of partnerships, the effective organization of initiatives highly engaging the population, the pooling of artistic wealth and the actual implementation of projects with strong potential in terms of sustainable development and co-creation.

Tostem-Tourism Around the Sites of the Slave Trade, Slavery and their Memories

This action strengthened the cultural tourism industry around historical sites and locations linked to the black slave trade and slavery in Africa and the Caribbean. The project strengthened the professional skills of the sector operators and improved the creation of quality cultural goods and services, integrating the offer into the tourist distribution circuits.

Cooperation through Education and Culture, Belgium
Through the networking of four cultural centres, 鈥淟ittafcar鈥 contributed to improving the status of francophone African and Caribbean literary heritage. The project established a dedicated fund in each of the libraries of the centres, as well as a web platform to provide distance training activities and a communication policy on literary heritage.

France
鈥淐risto Rey鈥 is the second feature length production by Dominican film maker Leticia Tonos. The film is set in the Dominican Republic and depicts the complex relations between the Haitian and Dominican diaspora. Co-produced by four organisations (two Dominican, one Haitian and one French), this project reinforced the Dominican film industry and distribution networks in the Caribbean.
Strengthening of Mozambican cultural industries through capacity-building and enhancement of legal framework
Ministry of Culture of Mozambique.
Led by the Mozambique Ministry of Culture, this project planned a series of training events targeting public and private actors from the Mozambican cultural sector in order to strengthen the contribution of cultural industries to national socio-economic development and led to the preparation of laws for the audiovisual sector.

The activities planned under this project included the organisation of creative residencies for musicians from Mozambique and Vanuatu, tours of artists and distribution of works and albums in the ACP countries.

Go茂 Go茂, Tchad
鈥淕rigris鈥 is the sixth film project by Chadian director Mahamat Saleh Haroun. The main character of the film is a young paralytic, struck down with polio in his childhood, who dreams of becoming a dancer. This new project contributed towards founding regular production of films in Chad that are recognised and appreciated on the international market. It allowed improved distribution of African films in Africa.
Gloria Films Productions, France
鈥淟amb鈥 is the first feature film by Ethiopian filmmaker Yared Zakele. The movie retraces the story of a young boy who becomes emotionally attached to a ewe after the death of his mother. The film was entirely shot in Ethiopia, with local actors and a locally sourced technical team. The action aimed to strengthen the cinema industry and the skills of professionals working in this sector in Ethiopia.

鈥淭he Eye of the Storm鈥 is the first feature film by Burkinabe director S茅kou Traor茅. The film tells the story of the trial of a former child soldier in a country that could be Sierra Leone, C么te d鈥橧voire, or Liberia. The fruit of a major pooling of resources between the Burkinabe, Cameroonian and French partners, this project sought to breathe new life into popular francophone African cinema.

Cameleon compagnie Lt茅e, Ile Maurice
David Constantin鈥檚 鈥淟onbraz Kann鈥 is the first Mauritian feature length work of fiction. The movie shows the profound social upheaval that affected Mauritius following the restructuring of the sugar industry. The project helped to build the foundations of a regional film industry.

The feature length project 鈥淢urder in Pacot鈥 brings together two internationally renowned Haitian artists, director Raoul Peck and writer Lyonel Trouillot. Both of them worked on producing this film, which has a two-fold goal: to strengthen the Haitian film industry and to reach a wider, international audience. 鈥淢eurtre 脿 Pacot鈥 tells the story of the daily lives of three people following the earthquake of 12th January 2010 in Port-au-Prince.
Cena Lusofona - Associa莽葍o Portuguesa Para o Interc芒mbio Teatra, Portugal
The objective of P-Stage is to support the theatrical creation and the professionalization of the Portuguese-speaking actors in three countries (Guinea Bissau, Angola and S茫o Tom茅 and Pr铆ncipe) where were organized training courses resulting in the creation of a show gathering professionals of these three countries.

"Pamoja鈥 is a capacity building programme for artists, technicians and company directors involved in the dramatic arts on the African continent. Nine works were guided over two years, primarily through residencies and guidance in co-production.

The documentary 鈥淩e-percussions - Pan! l鈥橭dyss茅e Africaine鈥 by the Trinidad researcher and director Dr Kim Johnson dived into the world and the culture of steel band players in Trinidad and Tobago and in Nigeria.

鈥淩un鈥 by Philippe Lac么te looks back upon the recent history of the civil war in Ivory Coast. The film had a three-fold objective: to contribute to the renewal of C么te d鈥橧voire cinema, to strengthen professional skills in the sector and to take part in the national reconciliation process.
Enhancing The Pacific Cultural Industries
Fiji, Samoa and Solomon Islands - Secretariat of the Pacific Community
Initiated by the General Secretariat of the Pacific Community, this project projected wide support for the development of cultural industries in three countries: Fiji, Samoa and the Solomon Islands. Strengthening the cultural policies and regulatory frameworks, operational and institutional capacity-building, and the development of a toolbox were among the key activities of the project.

By creating a network of four training structures for theatre practitioners, the project strengthened the professional capacities of more than 70 students and theatre operators in Burkina Faso and Benin. It also developed and implemented the 14th edition of FITMO (the Ouagadougou Festival of Puppet Theatre).
