Addressing hate speech in Eastern Africa: Consultative workshop
Marking the International Day for Countering Hate Speech, this is the first workshop in a series organized by UNESCO.

As the world is witnessing a rise in armed conflicts, polarisation and escalating forms of hatred, including online, UNESCO renews its commitment to upholding the foundations of peace through an approach that includes three interconnected strategies to addressing hate speech: education, media and information literacy, and the governance of harmful online content.
Following the launch of the UNESCO policy guide on , UNESCO currently organizes a series of subregional consultative workshops with the aim to:
- Review current efforts, gaps, progress, challenges and opportunities for implementing national strategies to addressing hate speech,
- Develop action plans to addressing gaps and challenges through education, including media and information literacy (MIL), and systemic efforts such as responsible digital governance,
- Provide a platform for dialogue among key stakeholders on fundamental human rights such as freedom of expression and addressing hate speech within the broader aim of building long-lasting peace.
About UNESCO's consultative workshop in Nairobi, Kenya
The first workshop in the series is a subregional consultative workshop on "Addressing hate speech and building peace through education, media and information literacy and the promotion of freedom of expression.
The workshop will bring together UN agencies, regulatory bodies, internet and social media companies, educational stakeholders, civil society organizations, academia and youth leaders.
The two-day workshop will include:
- The launch of the UNESCO 2023 Recommendation on Education for Peace, Human Rights and Sustainable Development, including a panel discussion of the Recommendation as a new Framework for Education for Peace
- Unpacking the understanding of hate speech from the perspective of United Nations Strategy and Plan of Action and the regional context and identification of national gaps, challenges and opportunities
- A session on addressing hate speech through global citizenship education, including through the perspective of cognitive skills; social and emotional learning; and behavioral change
- Identifying actions and strategies of addressing hate speech through education
- Developing media and information literacy strategies with youth organizations to address hate speech
- Addressing Hate Speech and promoting freedom of expression through transparent accountable digital platforms
