OVERVIEW OF DUTIES AND RESPONSIBILITIES

and direct supervision by the Regional Adviser on Freedom of Expression and the Safety of Journalists, the consultant shall continue to work with all the UNESCO programs sectors, keeping track and aligning with the M&E framework with the new Development and Humanitarian Nexus, and enhance UNESCO’s strategic and programmatic positioning in UN system-wide and AU mechanisms. 

The main focus of this position shall still be strategic engagement of UNESCO in the Ethiopia United Nations Sustainable Development Cooperation Framework (UNSDCF), as an important instrument for planning and implementation of the UN development and Humanitarian Nexus at country level. In addition, provide technical support to UNESCO, in programmes related to the UNESCO’s Operational Strategy for Priority Africa (OSPA) 2022-2029.

Specifically

1. Roll out the new M&E Framework, ensuring UNESCO capacity and mandate is well positioned, within the context of the UNSDCF 2025-2030. In this regard and in coordination with the UNESCO Addis Ababa Office focal points for the Ethiopia UNSDCF Action groups, ensure quality and timely integrated support of UNESCO in the formulation and implementation of Ethiopia’s UNSDCF (2025--2030), with full compliance to the One UN working modalities.

2.Coordinate further with the UN Ethiopia Teams in developing and following up on the interagency joint resource mobilization opportunities. Furthermore, in consultation with the UNESCO Addis Office LO program heads, support in the development of a continent-wide project on PwD and identify opportunities for resource mobilization. 

3. Collaborate closely with UNESCO Headquarters to leverage the existing UN strategy on Persons with Disabilities (PwD) and integrate its principles and best practices into the development of the UNESCO Addis Ababa Office's strategy 2024-2029

4. Ensure the office continued engagement in the UN and other national partners’ Issues-based coalitions, through the inter-agency groups and mechanisms and other UN lead initiatives including those in response to the government requests and the new Development- Humanitarian Nexus. 

5. Continue to promote peer-to-peer exchange and knowledge sharing among the UNESCO focal points for the Ethiopia UNSDCF action groups and issue-based coalitions. In doing so, the consultant shall also keep abreast of latest emerging trends such as the focus of the new Humanitarian Country Team engagements, innovative approaches, and entry points for the office in the Ethiopia and AU programs and activities. 

6. Provide technical support to UNESCO Addis Ababa required role in the implementation of the Operational Strategy for Priority Africa (OSPA) 2022-2029, through substantive contributions from a national, regional and global perspective.

7. Carry out other work and responsibilities as assigned by the UNESCO Director.

Deliverables:

From the date of signing this contract, the consultant shall report on all activities carried out by the end of each month. The report shall be accompanied by attachments of links to products produced, highlight of achievements, lessons learned and any recommendation for improvement, upon which the monthly payment shall be made. 

Education

Advanced university degree (Master’s degree or equivalent) in sustainable development, public policy, social sciences or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

Work experience and other skills

1. At least 3 years’ experience of programme management with inter-agency/inter-organizational collaboration in implementing development programs at the national, regional or international level is required. 

2. Demonstrated capacity to participates in or take the lead in specific inter-agency or expert task forces or working groups, either internally or with other partners. 

3. Demonstrated professional competence and understanding of SDGs and implementation at the country level. 

4. Proven coordinationorganizational and analytical skills, including demonstrated ability to provide advice and analysis. 

5. Experience in advising senior management on sustainable development in a development cooperation context is desirable. 

6. Previous experience working with the UN Country teams and maintaining multi stakeholder partnerships in a humanitarian and development context is desirable. 

7. Experience or demonstrated capacity to understand and work in different contexts is desirable. 

8. Experience working with the United Nations system, or a comparable international organization is an added advantage. 

Skills

1. Excellent interpersonal and communication skills with ability to produce quality briefings. 

2. Excellent drafting skills with ability to produce high quality reports/notes/briefings on technical and strategic issues. 

3. Proven ability to communicate, advocate, and exchange with colleagues, staff and stakeholders within and outside the organization. 

4. Proven ability to work effectively in diverse teams in a multicultural environment.

Languages

For the position advertised, fluency (read, write, speak, understand) in English is required. Knowledge of another UN official language is an advantage. 

This position is available for an initial period of six months. Subsequent extension of appointment is subject to performance and availability of funds.
