The United Nations Educational, Scientific and Cultural Organization (UNESCO) Regional Office in Bangkok (UNESCO Bangkok) is seeking an IT service company to maintain mobile learning applications and websites.

Background and objective

The Education Section of UNESCO Regional Office in Bangkok (UNESCO Bangkok) implements regional co-operative programmes and national-level projects designed to promote literacy, non-formal education, equity in education and lifelong learning for disadvantaged children, youth, and adults under the guiding principle of a human rights-based approach to education. Online learning courses and tools have been developed for flexible learning by children, teachers and community people. 

In addition, UNESCO Bangkok has been promoting quality higher education and cross-border mobility of students/researchers in Asia and the Pacific, by building national capacities and sharing information. To achieve this goal, we have realized the importance of sharing the most authoritative and relevant information among National Information Center (NIC) on qualifications with the ownership of the Parties of The Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education (Tokyo Convention). For this, UNESCO Bangkok has been developing and maintaining Asia-Pacific Network of National Information Centres (APNNIC) website

Purpose of the assignment

The contractor is expected to maintain mobile learning applications and websites produced by UNESCO Bangkok in close coordination with the IT Team of UNESCO Bangkok and the Bureau for Digital Business Solutions (DBS) in UNESCO Headquarters. The contractor is also expected to provide technical advice and services related to websites and mobile applications by UNESCO Bangkok Education Section. 

Work assignments

Under the authority of the Director of UNESCO Regional Office in Bangkok with guidance from the Chief of Education Section and under the direct supervision of responsible Programme Specialists, the Contractor will undertake the work assignments as follows:

1) Provide IT technical support to ensure that all digital applications and websites of Education Section are always accessible, well-functioning, and secure. The list of the main application and websites include:

  • LearnBig website and mobile application, including new page on Digital School:
  • Equitable Education Hub website and online courses:
  • Asia-Pacific Network of National Information Centres (APNNIC) website:  

        1.1)    Support the Programme team to build, plan, design, develop, deploy, and maintain Amazon Web Services, Wordpress, Linux (UBUNTU), and Cloudflare Services.

       1.2)    Monitor and troubleshoot technical issues including security issues.

       1.3)    Implement routine maintenance of the websites, database, and provide data backups and updates (regular backups twice a week and monthly). 

       1.4)   Support content management and quality control for websites/apps e.g. uploading new content (approximately 5 pages/month/website) as advised by the team.

2) Provide data analytics of websites, mobile applications, online courses and online advocacy materials in websites/social media platforms/online newsletters. The analysis of the data and recommendations for website optimization and improvement to be submitted every two months.

3) Evaluate the tablet’s conditions (70 devices) and provide sustainable recommendations.

      3.1)    Examine the tablet conditions and provide a recommended plan of action including a cost-reasonable plan for repair or disposal. 

      3.2)    Support with coordinating maintenance and repair of the tablets based on the condition of each device. 

      3.3)    Submit a tablet evaluation and maintenance report by 30 October 2025. 

4) Ensure that the following requirements are adhered to:

      4.1)    Ensure the continuous availability and compatibility of the websites with all associated systems, tools, and applications. Maintain seamless integration between the operating environment and WordPress to guarantee uninterrupted operation.

      4.2)    The developments of all project websites and web-based applications comply with the UNESCO’s web server security guideline, and all user’s data are stored and kept safely according to the General Data Protection Regulation (GDPR) and the Personal Data Protection Act (PDPA). 

      4.3)    All websites must be designed according to WCAG 2.1 web accessibility guidelines.

      4.4)    Maintain applications guidelines, usage of GitHub and keep logs as well as notes.

      4.5)   Submit a backup copy in Hard Disk Drive (HDD) every two months. 

5) Documentation of assignment: Maintain log of assignment tasks and submit to UNESCO. 

  • Monthly log: maintenance and updates of IT projects listed under 1)
  • 2-month log: marketing analysis under 2) and backup files under 4.5)
  • End of assignment report: summary of completed assignments and recommendations to UNESCO

In line with UNESCO's overall gender mainstreaming strategy, the Contractor is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

Work schedule and deliverables

Above assignments shall be carried out from the date of signing of a contract to 20 December 2025. The vendor will be paid in four instalments upon submission of deliverables listed below. 

1)       2-month report on completed assignments (APNNIC portal and marketing analysis) in PDF and backup files in HDD by 30 June 2025. [25% of fee]

2)       2-month report on completed assignments (Equitable Education Hub website and marketing analysis) in PDF and backup files in HDD by 30 August 2025. [25% of fee]

3)      2-month report on completed assignments (Tablet evaluation/maintenance and marketing analysis) in PDF and backup files in HDD by 30 October 2025. [25% of fee] 

4)      Final consolidated report on completed assignments in PDF. The report includes monthly content upload logs, tablet evaluation, marketing analytics. Backup data of maintenance guidelines and logs in HDD. Submission by 20 December 2025. [25% of fee]

Duration

The activities shall be completed by 31 December 2025.

Qualifications

The successful organization/company will possess the following qualifications:

1) Institution/Organization Qualifications 

       1.1) Legal Qualifications

  • Must be a legally registered IT service company or institution.
  • Minimum two years of experience providing maintenance and development support for digital education platforms, websites, and mobile applications. 

      1.2) Technical skills and knowledge

  • Experience in implementing Amazon Web Services (AWS) Infrastructure.
  • Experience in monitoring, backup/recovery and cybersecurity.
  • Knowledge of Linux-based (UBUNTU) systems, Cloudflare, SSH and command line, including hardware, software, networking, Load balancer, Route 53, EC2, and S3 VPC on AWS.
  • Proven experience in troubleshooting skills in production support processes and maintaining continuous system uptime.
  • Experience in programming in PHP, MySQL, MariaDB, JavaScript, CSS, and HTML.
  • Familiarity with regulations including General Data Protection Regulation (GDPR) and Personal Data Protection Act (PDPA) is essential.

      1.3) Language Requirement:

  • Good communication skills in both Thai and English.       
  • Ability to produce documentation and provide user support in both languages.

2) Team Composition and Qualifications

      2.1) Lead IT Project Manager

  • Qualifications: bachelor’s degree in computer science, information technology, or related field.
  • Experience: Minimum three years in managing web/app maintenance projects.
  • Skills: Strong organizational and communication abilities, with leadership experience on multi-stakeholder IT projects.

     2.2) A team of developers/administrator.

7.4    Organisation’s profile and team members and responsibilities for this assignment (one page maximum). CVs of lead project manager and other key individual(s) involved.

7.5    At least two examples of current work similar to these assignments.

UNESCO emphasizes ensuring that the work assignment's objectives, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will first focus on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization the best value for money.
